ส่งเสริมการดำเนินมาตรการอนุรักษ์พลังงานด้วยกลไกการตรวจสอบและรับรองการจัดการพลังงานตามกฎหมายในโรงงานควบคุม (พื้นที่ภาคกลาง และภาคตะวันตก)

Abstract

1. ที่มาและความสำคัญ ตามที่พระราชบัญญัติการส่งเสริมการอนุรักษ์พลังงาน พ.ศ. 2535 และกฎกระทรวงกำหนดมาตรฐาน หลักเกณฑ์ และวิธีการจัดการพลังงานในโรงงานควบคุมและ พ.ศ.2552 ได้กำหนดให้โรงงานควบคุมและต้องดำเนินการจัดการพลังงานทุกรอบปี และจัดส่งผลการตรวจสอบและรับรองการจัดการพลังงาน ให้กรมพัฒนาพลังงานทดแทนและอนุรักษ์พลังงาน (พพ.) ภายในเดือนมีนาคม ทั้งนี้รายงานผลการตรวจสอบและรับรองการจัดการพลังงานของโรงงานควบคุมและต้องได้รับการตรวจสอบโดยพนักงานเจ้าหน้าที่หรือผู้ที่ขึ้นทะเบียนเป็นผู้ตรวจสอบกับ พพ. 2. วัตถุประสงค์ของโครงการ 1) เพื่อกระตุ้นและส่งเสริมให้โรงงานควบคุมและดำเนินการจัดการพลังงานตามกฎหมายได้อย่างถูกต้อง ครบถ้วนและเกิดผลประหยัดอย่างเป็นรูปธรรม 2) เพื่อสนับสนุนค่าตรวจสอบและรับรองการจัดการพลังงานให้โรงงานควบคุมและที่ดำเนินการจัดการพลังงานตามกฎหมายอย่างครบถ้วน 3) เพื่อเป็นกลไกสำคัญในการตรวจสอบและให้คำแนะนำในการปรับปรุงระบบการจัดการพลังงานโรงงานควบคุมและอันจะก่อให้เกิดผลประหยัดที่เป็นรูปธรรมอย่างยั่งยืนต่อไป 3. ผลการดำเนินการ 1) ประชาสัมพันธ์ให้ผู้แทนโรงงานควบคุมกลุ่มเป้าหมาย และผู้เกี่ยวข้องให้ได้รับข้อมูลโครงการ จำนวน 755 คน 2) ตรวจสอบมาตรการและพิจารณาใบสมัคร โดยมีการอนุมัติจำนวน 280 แห่ง เกิดผลประหยัดทั้งสิ้น 25.61 ktoe ต่อปี จากมาตรการอนุรักษ์พลังงาน 726 มาตรการ แยกเป็นผลประหยัดด้านไฟฟ้า 6.50 ktoe ต่อปี ผลประหยัดเชื้อเพลิงความร้อน 15.11 ktoe ต่อปี มูลค่าผลประหยัด 621.48 ล้านบาท โดย พพ. อนุมัติเงินสนับสนุนจำนวน 11.20 ล้านบาท 3) ดำเนินการเข้าสุ่มตรวจสอบผลการดำเนินมาตรการอนุรักษ์พลังงาน รวมถึงผลตอบรับของโครงการและข้อเสนอแนะจากผู้ประกอบการ 4) ทวนสอบรายงานผลการตรวจสอบและรับรองการจัดการพลังงานพร้อมบันทึกในฐานข้อมูล จำนวน 627 แห่ง เกิดผลประหยัด 170.44 toe ต่อปี มีการดำเนินมาตรการอนุรักษ์พลังงาน 1,104 มาตรการ 1.
