พัฒนาหลักสูตรการจัดทำบัญชีก๊าซเรือนกระจกสำหรับประเทศไทย

Abstract

ประเทศไทยเป็นภาคีสมาชิกของอนุสัญญาสหประชาชาติว่าด้วยการเปลี่ยนแปลงสภาพภูมิอากาศ หรือ United Nations Framework on Climate Change (UNFCCC) มีพันธกรณีจะต้องจัดทำบัญชีก๊าซเรือนกระจกเพื่อเสนอต่อ UNFCCC ตามศักยภาพและความพร้อมในการดำเนินการของประเทศ ต่อมาเพื่อให้ทุกประเทศมีการดำเนินงานด้านการลดก๊าซเรือนกระจกอย่างมีประสิทธิภาพยิ่งขึ้น UNFCCC และภายใต้ความตกลงปารีสได้จัดตั้งกรอบการดำเนินงานด้านความโปร่งใส (Transparency framework) เพื่อมุ่งส่งเสริมความเข้าใจ ความชัดเจนและติดตามการดำเนินงานและการสนับสนุนด้านการเปลี่ยนแปลงสภาพภูมิอากาศของภาคความตกลงปารีส โดยกำหนดให้แต่ละภาคต้องจัดทำรายงานความโปร่งใสรายสองปี (Biennial Transparency Report: BTR) และต้องจัดส่งรายงานฉบับแรกภายในวันที่ 31 ธันวาคม 2567 ประกอบด้วยรายงานข้อมูลบัญชีก๊าซเรือนกระจกของประเทศ ข้อมูลที่จำเป็นในการติดตามความก้าวหน้าการดำเนินงานและการบรรลุเป้าหมาย NDC (National Determined Contributions) รวมทั้งข้อมูลเกี่ยวกับการปรับตัวและการสนับสนุน ตามหลักเกณฑ์ที่กำหนดโดยที่ประชุมรัฐภาคความตกลงปารีสและในการทำรายงานข้อมูลบัญชีก๊าซเรือนกระจกของประเทศนั้นได้ถูกกำหนดให้มีการคำนวณตามคู่มือในการจัดทำบัญชีก๊าซเรือนกระจกแห่งชาติปี 2006 ของคณะกรรมการร่วมระหว่างรัฐบาลว่าด้วยการเปลี่ยนแปลงสภาพภูมิอากาศ หรือ Intergovernmental Panel on Climate Change (IPCC) หรือ 2006 IPCC Guidelines for National Greenhouse Gas Inventories ทั้งนี้เพื่อให้ทุกภาคส่วนของประเทศไทยสามารถดำเนินงานให้สอดคล้องกับเป้าหมายของการพัฒนาประเทศและการแสดงความรับผิดชอบต่อปัญหาสิ่งแวดล้อมในระดับโลกได้อย่างมีประสิทธิภาพ จึงมีความจำเป็นอย่างยิ่งที่ทุกภาคส่วนจะต้องมีการพัฒนาศักยภาพบุคลากรให้มีความรู้ ความเข้าใจ และทักษะด้านการเก็บรวบรวมข้อมูลและจัดทำบัญชีก๊าซเรือนกระจกที่สอดคล้องกับเป้าหมายและภารกิจของหน่วยงาน และสนับสนุนการจัดทำบัญชีก๊าซเรือนกระจกระดับชาติ องค์การบริหารจัดการก๊าซเรือนกระจก (องค์การมหาชน) ในฐานะหน่วยงานด้านการบริหารจัดการก๊าซเรือนกระจก จึงต้องพัฒนาหลักสูตรการจัดทำบัญชีก๊าซเรือนกระจกสำหรับประเทศไทยที่สอดคล้องกับแนวปฏิบัติของ IPCC ภายใต้ UNFCCC และสอดคล้องกับเงื่อนไขและการดำเนินงานภายใต้ NDC Roadmap ใน 3 ภาค ได้แก่ ภาคพลังงาน ภาคกระบวนการอุตสาหกรรมและการใช้ผลิตภัณฑ์ และภาคของเสีย โดยมีองค์ประกอบของหลักสูตร ได้แก่ เอกสารหลักสูตรและแผนการสอนรายคาบ สื่อการสอนและเอกสารประกอบคำบรรยายแบบทดสอบ เอกสารคู่มือหลักสูตร เครื่องมือประกอบการคำนวณ และทำเนียบผู้เชี่ยวชาญ ทั้งนี้เอกสารและเครื่องมือทั้งหมดได้รับการตรวจสอบความถูกต้องโดยคณะผู้เชี่ยวชาญเฉพาะด้านภายนอกคณะทำงานของที่ปรึกษา (Peer Review) และได้รับการนำไปจัดฝึกอบรมแก่หน่วยงานที่เกี่ยวข้อง จำนวนอย่างน้อย 1 ครั้ง และหลักสูตรฯ จะได้รับการนำไปใช้เพื่อจัดฝึกอบรมเชิงปฏิบัติการและพัฒนาศักยภาพในระยะยาวให้กับบุคลากรจากหน่วยงานที่เกี่ยวข้องให้มีความรู้และทักษะในการจัดเก็บข้อมูลก๊าซเรือนกระจกที่สอดคล้องกับภารกิจของหน่วยงานและการจัดทำบัญชีก๊าซเรือนกระจกในระดับชาติ รวมทั้งสามารถที่จะดำเนินกิจกรรมพัฒนาศักยภาพและเผยแพร่องค์ความรู้เรื่องการจัดทำบัญชีก๊าซเรือนกระจกภายในหน่วยงานและประเทศต่อไป Thailand is a member of United Nations Framework on Climate Change (UNFCCC). One important obligation of the members is to prepare the greenhouse gas (GHG) inventory, submitted to the UNFCCC, in accordance with their readiness and potential. However, in order to improve the countries’ efficiency on mitigation action, UNFCCC under the Paris Agreement have established the transparency framework, aimed at implementing understanding, clarifying and monitoring of the implementation and support on climate change under the Paris Agreement. Each Party is required to submit the Biennial Transparency Report (BTR), and the first report shall be submitted by December 31st, 2024. The report shall be contained the national GHG inventory, necessary information to monitor the progress and achievement of the National Determined Contributions (NDC), and information on adaptation and support. In accordance with the requirement of the Conference of the Parties of the Paris Agreement, the national GHG inventory is prepared based on the method published in the 2006 IPCC Guidelines for National Greenhouse Gas Inventories by the Intergovernmental Panel on Climate Change (IPCC). Therefore, in order that the Thai agencies can operate in line with national development goals, as well as reveal responsible for global environmental problems efficiently, it is crucial that all sectors need to develop their knowledge, understanding and skill to support preparation of national GHG inventory in accordance with the organizations missions. Thailand Greenhouse Gas Management Organization (Public Organization) as a supporting agency for managing GHGs is necessary to develop the GHG inventory training course for Thailand in line with the IPCC practice, supporting implementation of Thailand’s NDC in three sectors: Energy, Industrial Processes and Product Uses (IPPU), and Waste management. The components of training course include 1) curriculum and lesson plans, 2) training materials and handouts, 3) examination, 4) manuals, 5) calculation tools, and 6) list of experts. All documents and tools are reviewed by a panel of experts outside the working groups and trained to the relevance agencies at least 1 time. Then, this training course will be provided as practical training for long term capacity building to the relevance agencies for supporting preparation of national GHG inventory.
