จ้างที่ปรึกษาเพื่อทำหน้าที่บริหารงานโครงการประชาสัมพันธ์เพื่อส่งเสริมการอนุรักษ์พลังงานของกองทุนเพื่อส่งเสริมการอนุรักษ์พลังงาน

Abstract

ตามที่ สำนักงานนโยบายและแผนพลังงาน (สนพ.) ได้ว่างจ้าง สำนักงานศูนย์วิจัยและให้คำปรึกษาแห่งมหาวิทยาลัยธรรมศาสตร์ ดำเนินงานปรึกษาเพื่อทำหน้าที่บริหารงานโครงการประชาสัมพันธ์เพื่อส่งเสริมการอนุรักษ์พลังงานของกองทุนเพื่อส่งเสริมการอนุรักษ์พลังงาน ปีงบประมาณ 2561 สรุปผลการดำเนินงานดังนี้ 1) ศึกษา วิเคราะห์ และบริหารภาพรวมโครงการประชาสัมพันธ์ ประสานงาน ดูแล และกำกับการดำเนินโครงการ 2) ศึกษา วิเคราะห์ และวางกรอบการสื่อสารโครงการประชาสัมพันธ์เพื่อส่งเสริมการอนุรักษ์พลังงานของกองทุนฯ ในส่วนที่ สนพ. รับผิดชอบ 3) ให้คำปรึกษา แนะนำเกี่ยวกับการจัดทำ Inception Plan แต่ละโครงการ และแนวทางการปฏิบัติงานตามแผนปฏิบัติงาน กรอบเวลา และสัญญาจ้าง เพื่อให้เกิดความรัดกุมในการใช้จ่ายงบประมาณรายโครงการเพื่อให้การประชาสัมพันธ์มีประสิทธิภาพและประสิทธิผลสูงสุด 4) พิจารณากลั่นกรองแนวคิด รูปแบบ วิธีการ ช่องทางการสื่อสาร และระยะเวลาดำเนินงานให้มีความถูกต้องสมบูรณ์และเป็นไปตามที่ได้กำหนดไว้ในแผนปฏิบัติงานรายโครงการ 5) ติดตาม ตรวจสอบ และเร่งรัดการปฏิบัติงานของผู้รับจ้างฯ แต่ละโครงการ เพื่อให้การดำเนินงานครบถ้วน ถูกต้อง เป็นไปตามแผนปฏิบัติงานกรอบเวลา และสัญญาจ้าง 6) กำหนดขอบเขตหน้าที่และความรับผิดชอบ สำหรับโครงการประชาสัมพันธ์เพื่อส่งเสริมการอนุรักษ์พลังงานของกองทุนฯ ปีงบประมาณ 2562 ในส่วนที่ สนพ. รับผิดชอบ 7) ให้คำปรึกษาแนะนำ ประสานงาน และติดตามการดำเนินโครงการประชาสัมพันธ์ของหน่วยงานอื่นที่ได้รับเงินสนับสนุนจากกองทุนเพื่อส่งเสริมการอนุรักษ์พลังงาน 8) ให้คำปรึกษาด้านกฎหมายและระเบียบของทางราชการต่าง ๆ ที่เกี่ยวข้องกับการดำเนินโครงการประชาสัมพันธ์เพื่อส่งเสริมการอนุรักษ์พลังงานของกองทุนฯ ทั้งนี้ได้ดำเนินการตามแผนงานได้ผลลัพธ์เป็นที่น่าพึงพอใจยิ่ง Thammasat University Research and Consultancy Institute (TURAC) oversighted the Energy Conservation Promotion Public Relation Administration Project in fiscal year 2018 of Energy Conservation Promotion Fund (EPCF), Energy Policy and Planning Office (EPPO), Ministry of Energy. The consultancy work included: 1) Study, analyze, coordinate, supervise and manage the overall public relations project of EPPO. 2) Study, analyze, coordinate, supervise and manage the public relation plan for Energy Conservation Promotion of EPCF according to EPPO policy. 3) Providing advice on how to prepare an Inception Plan for each project and guidelines for working in accordance with the operational plan, time frame and employment contract to ensure the thoughtful spending on the project budget in order to maximize publicity and effectiveness. 4) Considering and scrutinizing the concept, form, method, communication channel and the duration of the operational public relations to be accurate, complete and in accordance with the plan specified in the project plan. 5) Monitoring, inspecting and expediting the work of each contractor in order to complete the public relation operations correctly, in accordance with the operational public relations plan, time frame and public relations contract. 6) Defining the scope of duties and responsibilities for public relations projects to promote energy conservation of the Fiscal Year 2019 in the part of EPPO responsible. 7) Providing advice, coordination and monitoring of public relations projects of other agencies that are funded by the EPCF. 8) Providing legal advice and regulations of government agencies related to the implementation of public relations projects to promote energy conservation of the EPCF. The project was completed with highly satisfaction by the principal.
