วิเคราะห์ ปรับปรุงระบบกำหนดแผนที่ที่ตั้งสถานศึกษา (School Mapping) เพื่อเสริมสร้างโอกาส คุณภาพและความเท่าเทียมทางการศึกษา

Abstract

สำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน (สพฐ.) มีความต้องการจัดทำระบบแผนที่โรงเรียน (school mapping) ขึ้นทั่วประเทศ ตามแนวคิดที่จะจับกลุ่มและพัฒนาโรงเรียนประถมที่มีขนาดเล็ก (โรงเรียนที่มีจำนวนนักเรียนรวมกันทั้งสิ้นไม่เกิน 60 คน) ภายใต้สังกัดของ สพฐ. ให้มีศักยภาพในการให้บริการและเตรียมความพร้อมความเหมาะสมด้านการศึกษาในแต่ละพื้นที่ เพื่อเป็นการตอบสนองนโยบายในการให้การศึกษากับนักเรียนที่อยู่ในเกณฑ์ต้องได้รับการศึกษาอย่างเท่าเทียม งานวิจัยชิ้นนี้ได้รับทุนจาก สพฐ. ให้ออกแบบระบบกำหนดแผนที่ที่ตั้งสถานศึกษา เพื่อเสริมสร้างโอกาส คุณภาพ และความเท่าเทียมทางการศึกษา โดยใช้แนวความคิดในการออกแบบระบบแบบ Multi-Tiers ซึ่งแบ่งออกเป็น 3 ส่วนใหญ่ๆ ได้แก่ 1) ระบบแสดงผลแผนที่บนเว็บไซด์ ทำหน้าที่ในการให้บริการข้อมูลแผนที่โรงเรียนประถมขนาดเล็กทั่วประเทศ 2) ระบบแบบสอบถามแบบ e-Form เพื่อจัดเก็บข้อมูลดิบโรงเรียนรายโรงที่จำเป็นในการประมวลผลด้วยเทคนิค School Mapping และ 3) รายงานระบบภูมิสารสนเทศ (GIS) ที่อยู่ในรูปแผนที่พร้อมตารางข้อมูลพื้นฐานและข้อมูลสถิติทางการศึกษาเพื่อใช้ประกอบการวางแผนหรือวางกลยุทธ์การบริหารของหน่วยงานจากผลการดำเนินการทดลองใช้ข้อมูลโรงเรียนในสังกัดทั่วประเทศ ในส่วนของการแสดงผลแผนที่บนเว็บไซด์ได้รับการปรับปรุงให้มีความรวดเร็วและสามารถเลือกแสดงผลข้อมูลตามที่ผู้ใช้งานต้องการได้ ระบบแบบสอบถามมีความเหมาะสมและง่ายต่อการใช้งาน พิกัดของที่ตั้งโรงเรียนและข้อมูลของโรงเรียนมีความถูกต้องและมีความเป็นปัจจุบัน ระบบคลังข้อมูลมีความเป็นมาตรฐานในการใช้งานร่วมกัน ทำให้หน่วยงานสามารถวางแผน หรือ วางกลยุทธ์การบริหารต่าง ๆ ได้อย่างมีประสิทธิภาพ Office of the Basic Education Commission (OBEC) is required for a School Mapping followed the concept of grouping and developing all small primary schools (which there are less than 60 students in a school) in Thailand. The purpose of this project is to prepare for educational potentiality, services and adequacy in each area as the government policy of providing the equal education for all students. This project was funded by OBEC to design a school mapping for the propose of increasing the opportunity, quality and equal education of primary schools. The concept design is a multi-tiers system which divided into 3 main parts. 1) Map output on website: to share the location of all small primary schools in Thailand for users. 2) E-form questionnaire system: to collect raw data of each school to process with school mapping technique 3) Geographic Information System report (GIS): to show school maps with educational database and statistic data in order to set strategic planning with efficiency. The result of the trial system has been practicable. The output maps on website have been improved to work faster and the users are able to display the result as they required. E-form questionnaire system is applicable and uncomplicated. The locations of small primary schools are precise and these data are updated. Database system is standard for sharing and operating data. Thus, the OBEC is capable to plan and cooperate on small primary schools with efficiency.
