Abstract

โครงการจัดทำแผนพัฒนาทางหลวงชนบทประจำกรม ประจำปีงบประมาณ 2562 กลุ่มที่ 8 โครงการนี้มีวัตถุประสงค์ในวิจัยครั้งนี้ คือการดำเนินการจัดทำแผนแม่บทของกรมทางหลวงชนบทตามแผนยุทธศาสตร์ชาติ 20 ปีและแผนการปฏิรูปประเทศ การศึกษาดังกล่าวได้ใช้วิธีการศึกษาการสัมภาษณ์เชิงลึกของผู้ที่มีส่วนเกี่ยวข้องทั้งในส่วนกลางและส่วนภูมิภาค ถึงแนวทางการดำเนินการด้านต่างของกรมทางหลวงชนบทในอนาคตและแล้วนำมาจัดลำดับเรียงความสำคัญ ซึ่งผลการดำเนินการดังกล่าวสามารถสรุปความต้องการของผู้ที่เกี่ยวข้องออกมาเป็นแผนแม่บทสนับสนุนการพัฒนาถนนผังเมือง, แผนแม่บทส่งเสริมวิชาการด้านงานทางให้แก่องค์กรปกครองส่วนท้องถิ่น, แผนแม่บทจัดหา ทดแทน และซ่อมบำรุงเครื่องจักรกล ยานพาหนะ และเครื่องมือที่จำเป็น, แผนแม่บทอาคารสถานที่ทำการ ที่พักอาศัย สิ่งก่อสร้างประกอบและระบบสาธารณูปโภค และแผนแม่บทพัฒนาบุคลากรกรมทางหลวงชนบท ซึ่งแผนดังกล่าวจะนำไปสู่การปฏิบัติงานของกรมทางหลวงต่อไป The objective of this research project is to carry out the master plan of the Department of Rural Roads in accordance with the 20-year national strategic plan and country reform plan. This study uses in-depth interviews of people involved in both the head office and rural road office 1-18 about the direction of the Department of Rural Roads in the future. The research results can be summarized into the master plan as follows: (1) Urban Plan Road Development plan, (2) academic support in highway knowledge for local administration organizations plan, (3) machinery, vehicles, and equipment procurement, replacement and maintenance plan. (4) buildings, offices, dormitory development, improvement, and renovation plan and (5) human resource management plan human resource development plan.
