ประเมินผลกระทบต่อการก่อสร้างรถไฟทางคู่ของประเทศไทย

Abstract

การศึกษาวิจัยเรื่องโครงการประเมินผลกระทบต่อการก่อสร้างรถไฟทางคู่ของประเทศไทย เป็นการศึกษาวิจัยเชิงคุณภาพ (Qualitative Research) เพื่อวิเคราะห์และสร้างความเข้าใจร่วมกันต่อการเปลี่ยนแปลงที่จะเกิดขึ้นจากการก่อสร้างทางรถไฟฯ ในพื้นที่สี่จังหวัดที่มีสถานีรถไฟ ได้แก่ จังหวัดหนองคาย นครราชสีมา สระบุรี และระยอง ทั้งนี้การวิเคราะห์ในลักษณะสหวิทยาการทางด้านเศรษฐกิจ สังคม และสิ่งแวดล้อมจะนำไปสู่ผลการศึกษาวิจัยที่มีความครบถ้วนสมบูรณ์ครอบคลุมทุกมิติที่เกิดขึ้นกับพื้นที่เป้าหมายของการศึกษา โดยรูปแบบการศึกษาจะใช้วิธีการศึกษาวิจัยเอกสาร (Documentary Research) การสัมภาษณ์เชิงลึก (In-Depth Interview) จากผู้มีส่วนได้เสียในพื้นที่ทั้งภาครัฐ ภาคเอกชนและภาคประชาสังคมและการสารวจพื้นที่จริง (Survey) การศึกษาได้กำหนดกรอบการประเมินฯ 3 มิติด้วยกัน ซึ่งประกอบไปด้วย 1) การประเมินผลกระทบทางเศรษฐกิจ 2) การประเมินผลกระทบทางสังคมและ 3) การประเมินผลกระทบทางสิ่งแวดล้อม ผลการประเมินทั้ง 3 มิติ สามารถประมวลได้ ดังนี้ การประเมินผลกระทบทางเศรษฐกิจที่เป็นด้านตัวเงิน พบว่า ก่อให้เกิดความประหยัดในด้านการเดินทาง เมื่อเทียบกับการเดินทางรูปแบบอื่น ๆ และยังช่วยลดการสูญเสียที่เกิดจากสินค้าตกค้างในคลังสินค้าอีกด้วย ส่วนผลกระทบที่ไม่ใช่ตัวเงิน พบว่า ต้องมีการวางผังเมืองในแต่ละจังหวัดโดยเฉพาะตามจุดที่เป็นสถานีรถไฟ การบูรณาการด้านโครงสร้างพื้นฐานเพื่อรองรับการขนส่งหรือกระจายสินค้า การประเมินผลกระทบทางสังคม พบว่า จะมีการเคลื่อนที่ของกลุ่มประชากรเพื่อเข้าไปทำงานหรือดำเนินธุรกิจต่าง ๆ ความต้องการในด้านปัจจัยขั้นพื้นฐานที่เพิ่มมากขึ้น ความเป็นไปได้ในการเกิดความขัดแย้งระหว่างกลุ่มคน การขยายตัวของชุมชนที่ส่งผลกระทบต่อการใช้ทรัพยากรและปัญหาที่เกี่ยวกับสิ่งแวดล้อม และความต้องการทางด้านสวัสดิการทางสังคมจากภาครัฐที่เพิ่มขึ้น และสุดท้ายการประเมินผลกระทบทางสิ่งแวดล้อม พบว่า การรับรู้หรือเชื่อมโยงของข้อมูลระหว่างภาครัฐกับชุมชนยังต้องทำเพิ่มมากขึ้นเพื่อให้ผู้นำชุมชนสามารถวางมาตรการ เพื่อรองรับการเติบโตหรือการเปลี่ยนแปลงของชุมชน ทั้งทางสิ่งแวดล้อม ด้านกายภาพและด้านชีวภาพ เช่น การใช้พื้นที่เดิมทางการเกษตร เพื่อพัฒนามาใช้กับการขยายตัวทางรถไฟ การเกิดมลภาวะทางด้านการจราจร เสียง และอากาศ ในส่วนสุดท้ายของการศึกษา คือ ข้อเสนอแนะทางด้านนโยบาย ซึ่งมีข้อเสนอเกี่ยวกับภาพรวมในบทบัญญัติกฎหมาย ผลกระทบทางเศรษฐกิจ สังคม สิ่งแวดล้อม และอื่น ๆ เพื่อเป็นการพัฒนาประเทศต่อไป

The Impact Assessment Project for Double Track Railway of Thailand is a qualitative research, to analyze and create shared understanding on the changes that may occur as a result of the double track railway construction in four provinces where the railway stations located, including Nongkai, Nakornratchasima, Saraburi, and Rayong provinces. The study employed an interdisciplinary approach to comprehensively analyze economics, social and environment effects of the double track railway construction in targeted areas. Various research methods used include documentary research, indepth interview of stakeholders (public sector, private sector, and people sector), and survey. The results from all three dimensions on the impacts of 1) economic, 2) social, and 3) environmental aspects are as follows. For the monetary effects of the economic aspect, it not only saves the travelling expense as compared to other transportations mode, but also cut down on the loss of residual goods. As for non-monetary effects, there is a need for urban planning in each province especially at the railway stations to integrate fundamental infrastructure for goods distributions and logistics. For the social impacts, the result shows that there will be the mobility of labor workforce and investors into the area, high demand in basic needs, possibility of conflicts among different groups of people, the expansion of community leading to the use of scarce resources and environmental problems, and increasing demand for state welfare. Lastly, for the environmental impacts, the results show that there are increasing needs for creating understanding among the people or providing information linkages between government and community in the areas to prepare for community growth and changes in environments, physical and biological properties with the use of previously agricultural area for the development of railways which definitely affects the environments, causing pollutions such as noise, air, and traffic jam. Finally, for policy recommendations, researchers propose the overview of the policy in legal perspectives, economic impacts, social impacts, environmental impacts etc. for further country development.
