วิเคราะห์ศักยภาพ SMEs เพื่อการอนุมัติสินเชื่อเพื่อฟื้นฟูกิจการ

Abstract

ตามที่กรมส่งเสริมอุตสาหกรรม ได้จัดทำโครงการวิเคราะห์ศักยภาพ SMEs เพื่อการอนุมัติสินเชื่อเพื่อฟื้นฟูกิจการขึ้น เพื่อทำหน้าที่ให้การช่วยเหลือผู้ประกอบการที่ประสบปัญหาทางธุรกิจจากปัจจัยต่างๆ ให้สามารถพลิกฟื้นธุรกิจ (Turn Around) โดยเฉพาะด้านการเงิน โดยได้จ้างสำนักงานศูนย์วิจัยและให้คำปรึกษาแห่งมหาวิทยาลัยธรรมศาสตร์ เป็นที่ปรึกษาดำเนินการวินิจฉัยศักยภาพของสถานประกอบการของผู้ประกอบการที่มีคุณสมบัติ ตรงตามหลักเกณฑ์ นำเสนอต่อคณะทำงานกลั่นกรองและคณะอนุกรรมการฟื้นฟูกิจการ ในการขอรับการอนุมัติเงินกองทุนส่งเสริมวิสาหกิจขนาดกลางและขนาดย่อม โดยมีวัตถุประสงค์ดังนี้ เพื่อให้การช่วยเหลือ SMEs ที่ประสบปัญหาทางธุรกิจจากปัจจัยต่างๆ เฉพาะด้านการเงิน ให้สามารถพลิกฟื้นธุรกิจให้กลับมาดำเนินธุรกิจต่อไป เพื่อให้การวินิจฉัยสถานภาพกิจการของผู้ประกอบการ และจัดทำรายงานวินิจฉัยสถานภาพกิจการของผู้ประกอบการ เพื่อเสนอต่อคณะทำงานกลั่นกรองและคณะอนุกรรมการฟื้นฟูกิจการ เป็นไป อย่างรวดเร็ว และสามารถช่วยเหลือ SMEs ที่ประสบปัญหาด้านการเงินได้อย่างทันท่วงที จากการประสานกับศูนย์ช่วยเหลือ SMEs เพื่อคัดเลือกวิสาหกิจขนาดกลางและขนาดย่อม ที่มีคุณสมบัติ ตรงตามหลักเกณฑ์ ในการขอรับการอุดหนุนจากเงินกองทุนส่งเสริมวิสาหกิจขนาดกลางและขนาดย่อม ในการดำเนินการตามมาตรการฟื้นฟูกิจการวิสาหกิจขนาดกลางและขนาดย่อม สำนักงานศูนย์วิจัย ได้ดำเนินการวินิจฉัยสถานภาพกิจการของผู้ประกอบการและจัดทำรายงานการวินิจฉัยสถานภาพกิจการของผู้ประกอบการ เพื่อเสนอต่อคณะทำงานกลั่นกรองและคณะอนุกรรมการฟื้นฟูกิจการ เพื่อขอรับการอนุมัติเงินกองทุนส่งเสริมวิสาหกิจขนาดกลางและขนาดย่อม แล้วเสร็จ จำนวน 2,100 ราย

As the Department of Industrial Promotion has developed The Project of Development and Rescue the Potential SMEs for Rehabilitation in order to assist entrepreneurs who face business problems from various factors to be rehabilitated (Turn around), especially in the financial. The Department of Industrial Promotion employed Thammasat University Research and Consultancy Institute to be a consultant, and to diagnose potential of the establishment of qualified entrepreneurs who are in accordance with the rules, presented to the screening committee and subcommittee on rehabilitation, to obtain approval from the Small and Medium Enterprises Promotion Fund. There are objectives as follows. 1) To help the SMEs that have business problems from only financial problem, to be able to revive the businesses. 2) To make the diagnosis of the entrepreneurial status of an entrepreneur, and the preparing a report on the status of entrepreneurs presented to the screening committee and subcommittee on rehabilitation, manage faster and can be able to help SMEs that have the financial problem promptly. As the coordination with the SMEs Rescue Center to choose the small and medium enterprises, which the qualification is in accordance with the rules, to obtain subsidies from the Small and Medium Enterprises Promotion Fund for the implement measures to revitalize small and medium enterprises, Thammasat University Research and Consultancy Institute has finished the diagnosis of the entrepreneurial status of an entrepreneur, and prepared a diagnostic report of entrepreneurial status to propose to screening committee and subcommittee on rehabilitation in order to obtain the approval funds, for 200 cases, including the fund, received from the Small and Medium Enterprises Promotion Fund.
