ส่งเสริมพัฒนาศักยภาพชุมชน และเศรษฐกิจชุมชน ตามแนวปรัชญาเศรษฐกิจพอเพียง

Abstract

พื้นที่ส่วนใหญ่ของเทศบาลเมืองมาบตาพุดเป็นชุมชนอุตสาหกรรมที่ประกอบไปด้วยนิคมอุตสาหกรรมขนาดใหญ่มีการผลิตที่ก่อมลพิษสูง ทำให้เกิดการเปลี่ยนแปลงของชุมชนดั้งเดิมทั้งในด้านกายภาพ เศรษฐกิจ สังคม และโดยเฉพาะสิ่งแวดล้อมและวัฒนธรรม ส่งผลต่อความเสี่ยงในด้านคุณภาพชีวิตของชุมชนที่ตั้งอยู่ในเขตเทศบาล ในปัจจุบันได้มีมาตรการปกป้องคุ้มครองพื้นที่ในด้านการลดผลกระทบของมลพิษจากกิจการอุตสาหกรรมโดยการประกาศเป็นเขตควบคุมมลพิษ แต่ยังไม่มีมาตรการใดๆ ในการส่งเสริมคุณภาพชีวิตในด้านประเพณี วัฒนธรรมของท้องถิ่น เทศบาลเมืองมาบตาพุดได้ตระหนักถึงความจำเป็นในเรื่องนี้ซึ่งเป็นหนึ่งในบทบาทหน้าที่ขององค์กรปกครองส่วนท้องถิ่น ได้แก่ การทำนุบำรุงศิลปะ จารีตประเพณี ภูมิปัญญาท้องถิ่น และวัฒนธรรมอันดีของท้องถิ่น จึงได้จัดทำโครงการส่งเสริมพัฒนาศักยภาพชุมชนและเศรษฐกิจชุมชน ตามแนวปรัชญาเศรษฐกิจพอเพียง โดยมีวัตถุประสงค์เพื่อให้มีฐานข้อมูลในด้านทรัพยากรทางศิลปะ วัฒนธรรม ภูมิปัญญาท้องถิ่น เพื่อใช้เป็นแนวทางในการพัฒนาศักยภาพชุมชน และเพื่อส่งเสริมกระบวนการเรียนรู้และการมีส่วนร่วมในการบริหารชุมชน แต่เนื่องจากข้อจำกัดในด้านงบประมาณและระยะเวลา ในโครงการนี้จึงได้ดำเนินการเฉพาะพื้นที่ทางฝั่งใต้ของถนนสุขุมวิทเป็นระยะแรกก่อน ซึ่งครอบคุลมพื้นที่ชุมชนจานวน 11 แห่ง ในการศึกษาเพื่อให้ได้ฐานข้อมูลทรัพยากรทางศิลปะ วัฒนธรรม ภูมิปัญญาท้องถิ่น ได้ใช้วิธีการเก็บข้อมูลโดยการกำหนดเกณฑ์พิจารณา จัดทำแบบฟอร์มการเก็บข้อมูล จัดประชุมผู้แทนชุมชนเพื่อร่วมกันระบุแหล่งทรัพยากรที่มีคุณค่า จากนั้นจึงทำการสำรวจร่วมกับเจ้าหน้าที่เทศบาล และทำการบันทึกเป็นฐานข้อมูล ซึ่งได้จัดทำทั้งในรูปของแผ่นข้อมูลและแผนที่ในระบบสารสนเทศทางภูมิศาสตร์ จากการสำรวจและเก็บข้อมูลในพื้นที่ชุมชนทั้ง 11 แห่ง พบว่า มีทรัพยากรที่เข้าเกณฑ์ทั้งหมด 7 ประเภท จานวนทั้งหมด 27 รายการ โดยแบ่งตามประเภท ดังนี้ 1) อนุสรณ์สถานและศาสนสถาน จำนวน 3 รายการ 2) บุคคลสำคัญ จำนวน 1 รายการ 3) การผลิตและบริการ จำนวน 10 รายการ 4) แหล่งธรรมชาติ จำนวน 3 รายการ 5) พื้นที่เกษตรกรรม จำนวน 1 รายการ 6) ประเพณี จำนวน 1 รายการ และ 7) อาคารที่มีคุณค่า จำนวน 8 รายการ สำหรับทรัพยากรดังกล่าวที่มีศักยภาพในการส่งเสริมทั้งในด้านเศรษฐกิจการท่องเที่ยว ได้แก่ สวนพุทรา อาคารบ้านเรือนที่มีเอกลักษณ์เฉพาะถิ่นซึ่งมักจะมีสวนมะม่วงพันธุ์พื้นเมือง กลุ่มประมงพื้นบ้าน และการผลิตผลิตภัณฑ์เครื่องสำอางที่เป็นผลพลอยได้จากอุตสาหกรรมและพืชพันธุ์ในท้องถิ่น รายการทรัพยากรที่มีคุณค่าในชุมชนทั้ง 11 แห่งนี้ สามารถใช้เป็นเอกสารอ้างอิงในการพัฒนาชุมชนโดยการมีส่วนร่วมจากผู้อยู่อาศัยเนื่องจากมีคุณค่าเป็นที่รับรู้โดยทั่วกัน และใช้เป็นเครื่องมือหนึ่งในกระบวนการพัฒนาชุมชนได้อย่างมั่นคงและยั่งยืนต่อไปในอนาคต

Most of the lands in Maptaphut Municipality, Rayong Province are dominated by industrial activities that generate highly health-hazard pollutions, resulting in drastic changes in physical, socioeconomic, environmental and cultural aspects of the existing communities. Although risks to industrial pollution have recently been alleviated by the official declaration of environmental control area with protective and preventive measures, there is still no measure that support and promote better and sustainable quality of life of the residents in terms of local wisdoms, arts and cultures. Therefore, the municipal office of Maptaphut establishes a study project having objectives to provide inventory of local wisdoms, arts and cultures; to use the inventory as a guideline in the process of community development; and to promote community learning and participatory processes. According to time and budget constraints, this project is delimited to only the southern side of Sukhumvit Highway, covering 11 communities. The first step in this study is to establish criteria for justification followed by data collection methods through community meetings and site survey accompanied by responsible municipal officials and community leaders. Location and attributes of each place and activity are collected, managed and interpreted in both fact-sheet and Geographic Information Systems (GIS) formats. It is found that within 11 communities of southern Maptaphut, there are 27 items of local wisdoms, arts and cultures. The 27 items can be categorized into 7 types, which are 1) Memorial and religious place (3 items); 2) Living important person (1 item); 3) Production and service (10 items); 4) Natural place (3 items); 5) Agriculture (1 item); 6) Tradition (1 item); and heritage buildings (8 items). Amongst those items, some of which have potential for tourism-based economy which are the Indian jujube (or Chinese date or monkey apple) plantation, inshore (traditional) fisheries, heritage homes which are often located within the native mango orchard lands and the making of cosmetic products derived from the combination of by-products from industrial process and native plants. The inventory of local wisdoms, arts and culture of Maptaphut is well-accepted by residents and can be used as a reference and resource in community development process in the future.
