ศึกษาวิจัยที่อยู่อาศัยประเภทเช่าสำหรับผู้มีรายได้น้อย

Abstract

ผู้มีรายได้น้อยมีความต้องการที่อยู่อาศัยแต่มีข้อจำกัดด้านกำลังซื้อ ภาครัฐจึงจำเป็นต้องมีมาตรการช่วยเหลือเรื่องที่อยู่อาศัย ทางออกสำคัญประการหนึ่งคือ ที่อยู่อาศัยประเภทเช่า ที่ตอบสนองผู้มีรายได้น้อยทั้งที่เป็นแรงงานย้ายถิ่น หรือผู้ที่ประสงค์จะเช่าอยู่อาศัยด้วยเหตุผลแตกต่างกัน โครงการที่อยู่อาศัยประเภทเช่าสำหรับผู้มีรายได้น้อย เป็นโครงการที่การเคหะแห่งชาติ สนับสนุนให้มีการศึกษาวิจัย เพื่อตอบโจทย์ของประเทศในด้านที่อยู่อาศัยประเภทเช่าสำหรับผู้มีรายได้น้อย โครงการนี้ดำเนินการเก็บรวบรวมข้อมูลภาคสนาม เช่น สภาพความเป็นจริง ปัญหาอุปสรรคต่างๆ ทั้งด้านกายภาพและการบริหารจัดการ รวมถึงการนำข้อมูลทุติยภูมิมาสร้างแบบจำลองเพื่อประมาณการความต้องการที่อยู่อาศัยประเภทเช่าในพื้นที่ต่างๆ เพื่อให้การวางแผน การบริหารจัดการ และนโยบายมีความถูกต้องสามารถตอบโจทย์ผู้มีรายได้น้อยมากที่สุด นอกจากนี้ โครงการวิจัยยังได้ศึกษาข้อมูลจากประสบการณ์ของต่างประเทศที่มีบริบทใกล้เคียงกับประเทศไทย เพื่อนำมาเป็นข้อมูลประกอบการจัดทำนโยบายที่เหมาะสม รวมถึงการศึกษาความเป็นไปได้ที่ภาครัฐจะบริหารจัดการที่อยู่อาศัยประเภทเช่าให้มีประสิทธิภาพสูงสุด

Low income people need accommodation but they cannot afford to buy permanent housing. Academically, there are several literatures state that providing opportunities to low income people in housing generating more benefit to society, therefore governmental agencies should support them with possible measures. Rental housing is a solution for the problem, not only governmental projects but also private sectoral projects. It is the fact that seasonal labors who leave their own farms need to rent some spaces. People with low income need to rent with different reasons. The project of “A study on Low Income Rental Housing”, supported by the National Housing Authority, aims to find solutions regarding housing for low income people. The research conducts field survey to realize status of problems in physical and managing condictions. The study utilizes secondary data to forecast demand for housing and to estimate hedonic price function for better planning, management, and policy implementation. In addition, this research reviews 7 case studies in selected countries in order to apply some tips for Thailand. The feasibility study states that it is possible for public sector to build, manage, and support low income people with specific housing policy.
