ทบทวนอัตรากำลังพนักงาน

Abstract

The Deposit Protection Agency (DPA) is an organization in the government sector. It is committed to maximizing the efficiency of the country’s financial instutions to achieve greater financial stability. This requires sufficient staff with skills and expertise that allow them to handle different situations effectively. As a result, the DPA is engaging in considering its manpower to correspond to its vision, mission, stategic issues, organizational structure and objectives. The objectives of this revision are: 1) to analyze the appropriate number of staff that corresponds to the actual workload and determine a management plan accordingly, in a theoretically appropriate manner, and 2) to arrive at accurate understanding of manpower planning that is in line with future workload of the DPA. To meet the objectives, the DPA strategic plans were revised. There were also interviews about the DPA’s long-term missions, workshops intended to create better understanding on the issue, data gathering to prepare for proper manpower planning, reports on the analysis of human resources corresponding to the mission of each department and a Train-the-Trainer program for the Human Resource Department. The objectives were attained – the appropriate number of staff corresponding to the mission was determined and a manpower management plan was formulated in a theoretically appropriate manner.

สถาบันคุ้มครองเงินฝาก (สคฝ.) เป็นหน่วยงานของรัฐที่ควบคุมดูแลและกำหนดนโยบายโดยคณะกรรมการ จากอดีตจนถึงปัจจุบัน สคฝ. ได้มีการพัฒนาระบบต่างๆ ในการพัฒนาประสิทธิภาพของระบบสถาบันการเงิน ให้มีความเข้มแข็งและมีเสถียรภาพอย่างต่อเนื่อง ซึ่งจำเป็นต้องอาศัยบุคลากรที่มีปริมาณและประสบการณ์ที่เหมาะสม พร้อมที่จะรับมือกับสถานการณ์ต่างๆ ที่อาจจะเกิดขึ้นในอนาคตได้อย่าง มีประสิทธิภาพและประสิทธิผล จึงทำให้ สคฝ. ต้องทำการศึกษาอัตรตรากำลังของ สคฝ. เพื่อให้การบริหารจัดการอัตรากำลังให้สอดคล้องกับวิสัยทัศน์ พันธกิจ ยุทธศาสตร์ โครงสร้างองค์กร และวัตถุประสงค์ในการดำเนินงานของ สคฝ. โดยวัตถุประสงค์ในการดำเนินโครงการการทบทวนอัตรากำลังพนักงาน คือ 1. เพื่อวิเคราะห์สัดส่วนกำลังคนที่สอดรับกับภารกิจที่แท้จริง และจัดทำแผนบริการอัตรากำลังของสถาบันคุ้มครองเงินฝากได้อย่างเหมาะสมและถูกต้องตามหลักวิชาการ 2. เพื่อให้เกิดการเรียนรู้การวางแผนกำลังคนที่ถูกต้องและเหมาะสมกับภาระงานในอนาคตของสถาบันคุ้มครองเงินฝาก โดยในการดำเนินโครงการได้ทบทวนแผนยุทธศาสตร์และสัมภาษณ์ภารกิจในระยะยาวของ สคฝ. สัมมนาเชิงปฎิบัติการเพื่อสร้างความเข้าใจและเก็บข้อมูลประกอบการจัดทำแผนอัตรากำลัง ทำรายงานการวิเคราะห์อัตรากำลังที่สอดคล้องกับภารกิจของแต่ละฝ่าย และจัดสัมมนาแบบ Train-the trainer ให้กับพนักงานฝ่ายทรัพยากรบุคคล ทั้งนี้ ในการดำเนินการดังกล่าวสอดรับกับวัตถุประสงค์ของโครงการ คือ ได้สัดส่วนกำลังคนที่สอดรับกับภารกิจ และได้ของ สคฝ. ตามหลักวิชาการ
