พัฒนาขีดความสามารถในการแข่งขันของอุตสาหกรรมแปรรูปการเกษตรในภูมิภาค One Province One Agro-Industrial Product (OPOAI) ประจำปี พ.ศ. 2557 จังหวัดฉะเชิงเทรา

Abstract

โครงการพัฒนาขีดความสามารถในการแข่งขันของอุตสาหกรรมแปรรูปเกษตรในภูมิภาคตามนโยบาย 1 Province 1 Agro-Industrial Product ของจังหวัดฉะเชิงเทรา ผลิตภัณฑ์หลักของโรงงาน คือ ก๋วยเตี๋ยวสดตัดเป็นขนาดต่างๆ เช่นเส้นใหญ่ เส้นเล็กกึ่งแห้ง เส้นหมี่สด และขนมจีนแป้งหมัก บรรจุในบรรจุภัณฑ์ขนาดต่างๆตั้งแต่ 500 กรัมจนถึง 30 กิโลกรัม โดยส่งไปจำหน่ายยังตลาดสดหลายแห่งโดยมีตลาดหลักอยู่ในกรุงเทพและปริมณฑล มีปริมาณการสั่งต่อวันต่อรายตั้งแต่ 300-1,000 กิโลกรัม ปัจจุบันมีการผลิตไม่สูงมากเท่าในอดีต เนื่องจากคุณภาพสินค้าไม่สม่ำเสมอและขาดการขยายตลาดเพิ่มเติม ทำให้กำลังผลิตรวมอยู่ประมาณวันละ 10-13 ตัน ปัจจุบันมีคนงานประมาณ 30 คน วัตถุประสงค์ของโครงการนี้ เพื่อเพิ่มประสิทธิภาพให้แก่โรงงานผลิตขนมจีนแป้งหมัก ของจังหวัดฉะเชิงเทรา จากการพัฒนาระบบการบันทึกรายรับรายจ่ายเพื่อทราบถึงต้นทุนการผลิตที่แท้จริงและยอดกำไรขาดทุนในแต่ละเดือน ทำให้มีข้อมูลเปรียบเทียบกับคู่แข่งขันในธุรกิจเดียวกันและเป็นแนวทางในการลดและควบคุมต้นทุนของผลิตภัณฑ์เพื่อแข่งขันได้ในตลาด รวมทั้งการจัดระบบการเบิกจ่ายและบริหารสินค้าคงคลังให้ดีขึ้น มีการปรับปรุงขบวนการผลิตให้เร็วขึ้น ผลิตภัณฑ์ได้คุณภาพและสะอาด ไม่เสียง่าย ได้แก่ การเปลี่ยนสูตรการผลิต การรักษาความสะอาด และการตั้งพักขนมจีนก่อนปิด wrap film จากการปรับปรุงกระบวนการดังกล่าว ทำให้โรงงานสามารถลดการสูญเสียในกระบวนการผลิตจาก 3.12% ลดลงเหลือเพียง 0.2% ของผลผลิตทั้งหมด ส่งผลให้ลูกค้ามีความเชื่อมั่นในคุณภาพสินค้า มีการสั่งซื้อสินค้าเพิ่มขึ้น ยอดขายเพิ่มขึ้นจากเดือนพฤษภาคมจำนวน 1.2 ตันต่อวัน เป็นยอดรายได้ที่เพิ่มขึ้นประมาณ 15,600 บาทต่อวันและเป็นจำนวน 468,000 บาทต่อเดือน คิดเป็นรายได้ที่เพิ่มขึ้นในครึ่งปีหลังจะได้จำนวนไม่น้อยกว่า 2.8 ล้านบาท จากการเพิ่มขึ้นของรายได้ทำให้ต้นทุนการผลิตคงที่ลดลงเช่น ค่าไฟฟ้า ค่าแรงงาน และค่าบริหารจัดการทั่วไปทำให้ต้นทุนการผลิตรวมสามารถลดลงได้ร้อยละ 13.43 จากเดิม ในด้านของมาตรฐานหรือระบบมาตรฐานสำหรับกิจการ มีการปรับปรุงและนำระบบมาตรฐานสากล GMP มาใช้ในการผลิต โดยมีการฝึกอบรมเจ้าหน้าที่ เกี่ยวกับระบบการจัดการสุขลักษณะและความปลอดภัยของอาหารตามข้อกำหนด GMP มีการปรับปรุงระบบการจัดการสุขลักษณะและความปลอดภัยของอาหารตามข้อกำหนด GMP ของกระทรวงสาธารณสุข ได้แก่ การเปลี่ยนรองเท้า การสวมหมวก การสวมผ้าปิดปาก และไม่สวมเครื่องประดับก่อนเข้าสายการผลิต และทำการตรวจประเมินภายในองค์กร (Internal Audit) ตามแนวทางการตรวจสอบ GMP ซึ่งเพิ่มความเชื่อมั่นให้แก่ผู้บริโภคและสามารถขยายตลาดได้เพิ่มมากขึ้น

The Project “One Province One Agro-Industrial Product” (OPOAI) in Chachoengsao province was a factory produces fresh flat rice noodles, fresh thin noodles, fresh rice vermicelli and fermented rice noodle (Kanom-jeen). The factory delivering products to the market , many of the major markets in Bangkok and Chachoengsao. Currently, the products quality was uneven. Making their capacity decreased estimated at 10-13 tons per day and currently employs approximately 30 people. The purpose of this project was to improve the productivity of a fresh rice noodle factory locating at Chachoengsao province. Using consulting and some financial model including follow up their production process. The problem of this factory was lacking of many records such as revenue, expenses, real production yield, product wasting which cause them do not know their production efficiency, real cost and profit. Then they cannot control their cost of production. The results from the process improvement found that the factory can reduce the product waste from 3.12 percent to 0.2 percent of total output. This make their customers trust in quality and dare to place more orders so their sales quantity increased about 1.2 ton per day from May 2014. And regarding to the quantity sales increasing, it makes their fixed cost of production such as electricity bill, labor cost and general administrative expenses reduces as well. Then the factory can reduce their total production cost to 13.43 percent. This factory had been developing the machine to be continuous machine and they pass Good Manufacturing Practice Standard (GMP). Also the consultant provided recommendations for developing the process and product quality. Moreover the consultant took care of people sanitation and processing practices follow by GMP standard. Therefore, this project indicated that with the quality control system, hygienic system of Kanom-jeen production considerably improved as compared conventional system. The result from this project that the product quality had improve more glutinous, toughness and spring texture. Their product quality had been consistent. The factory has quality control system and their processing corresponded to GMP standard.
