จ้างที่ปรึกษาเพื่อติดตามและประเมินผลตามนโยบาย กสทช. ที่สำคัญในด้านกิจการโทรคมนาคม

Abstract

ระบบสื่อสารโทรคมนาคมเป็นรากฐานสำคัญในการพัฒนาประเทศให้สามารถเติบโตทางเศรษฐกิจและสังคม (Digital Economy) การนำเทคโนโลยีสารสนเทศและการสื่อสาร (ICT) มาเป็นเครื่องมือในการขับเคลื่อนความสำเร็จจึงเป็นปัจจัยสำคัญอย่างยิ่ง คณะกรรมการกิจการกระจายเสียง กิจการโทรทัศน์ และกิจการโทรคมนาคม มีบทบาทในการขับเคลื่อนกลไกต่างๆ ที่เกี่ยวข้องในการพัฒนากิจการโทรคมนาคม ตามอำนาจหน้าที่ขององค์กรกำกับดูแล (Regulator) ที่ พระราชบัญญัติองค์กรจัดสรรคลื่นความถี่และกำกับการประกอบกิจการวิทยุกระจายเสียง วิทยุโทรทัศน์ และกิจการ โทรคมนาคม พ.ศ. 2553 ได้กำหนดไว้ ที่ผ่านมา กสทช. ดำเนินนโยบายด้านกิจการโทรคมนาคมในหลากหลายรูปแบบ ส่งผลให้มีการจัดทำรายงานการติดตามและประเมินผลตามนโยบายที่สำคัญของ กสทช. ในด้านกิจการโทรคมนาคม โดยมีวัตถุประสงค์เพื่อ 1) เพื่อจ้างที่ปรึกษาดำเนินการติดตามและประเมินผลตามนโยบาย กสทช. ที่สำคัญในด้านกิจการ โทรคมนาคม 2) เพื่อรวบรวมวิเคราะห์สรุปผลและจัดทำรายงานการติดตามและประเมินผลตามนโยบาย กสทช. ที่สำคัญในด้านกิจการโทรคมนาคม 2 เรื่องสำคัญ ได้แก่ การกำกับดูแลกิจการดาวเทียม และการขับเคลื่อนยุทธศาสตร์ 5G ของ ประเทศ และ 3) เพื่อนำเสนอผลการติดตามและประเมินผลตามนโยบาย กสทช. ที่สำคัญในด้านกิจการโทรคมนาคมต่อ หน่วยงานที่เกี่ยวข้องได้นำไปใช้ประโยชน์ทางวิชาการเพื่อการพัฒนาการกำกับดูแลส่งเสริมสนับสนุนกิจการสื่อสาร โทรคมนาคม คณะผู้วิจัยได้มีการรวบรวมและวิเคราะห์ข้อมูลข้อเท็จจริง การวิเคราะห์เพื่อดำเนินการติดตามตรวจสอบและประเมินผลการดำเนินการที่เกี่ยวข้อง การวางแผนเพื่อสำรวจข้อมูลข้อเท็จจริงข้อคิดเห็นและข้อเสนอแนะของผู้มีส่วนได้เสีย และผู้เกี่ยวข้องตามหลักวิชาการและระเบียบวิจัยอย่างเหมาะสม โดยทำการรวบรวมและวิเคราะห์ข้อมูลจากการสังเกตการณ์อย่างมีส่วนร่วมในการจัดประชุมรับฟังความคิดเห็นสาธารณะ (Public Hearing) การรับฟังความคิดเห็นเฉพาะกลุ่ม (Focus Group) การสำรวจและเก็บข้อมูลด้วยแบบสอบถาม (Questionnaire) การสัมภาษณ์เชิงลึก (In-depth Interview) และการสัมภาษณ์กลุ่มย่อย (Interview Group) เพื่อทำการเรียบเรียงวิเคราะห์และสรุปผลการศึกษาเชิงลึกผ่าน รูปแบบการประเมิน CIPP Evaluation Model ของทั้ง 2 ประเด็น ได้แก่ การกำกับดูแลกิจการดาวเทียม และ การขับเคลื่อน ยุทธศาสตร์ 5G ของประเทศ ทั้งนี้ การติดตามและประเมินผลการกำกับดูแลกิจการดาวเทียมมีทั้งหมด 3 ประเด็นได้แก่ ประเด็นที่ 1: การจัดทำแผนและหลักเกณฑ์ การอนุญาตสิทธิในการเข้าใช้วงโคจรดาวเทียม ประเด็นที่ 2: การอนุญาตให้ใช้สิทธิในการเข้าใช้วงโคจรดาวเทียมในลักษณะจัดชุด (Package) และประเด็นที่ 3: โครงการศึกษาทิศทาง รูปแบบการให้บริการดาวเทียมในอนาคต และแนวทางในการกำกับดูแลการให้บริการดาวเทียมในประเทศไทย ในขณะที่การติดตาม และประเมินผลการขับเคลื่อนยุทธศาสตร์ 5G ของประเทศมีทั้งหมด 4 ประเด็น ได้แก่ ประเด็นที่ 1: การประมูลคลื่นความถี่ ย่าน 700 MHz 2600 MHz และ 26 GHz ประเด็นที่ 2: การจัดตั้งศูนย์ทดลองทดสอบ 5G ประเด็นที่ 3: การส่งเสริมสนับสนุนการประยุกต์ใช้เทคโนโลยี 5G และประเด็นที่ 4: การทดลองทดสอบ 5G (Sandbox) โดย กสทช. ควรมีการพัฒนา ตลอดจนปรับปรุงการดำเนินการเพื่อให้เกิดประโยชน์สูงสุดต่อการพัฒนากิจการโทรคมนาคมของประเทศไทย

Telecommunication systems are foundational in enhancing the growth of the country’s society and digital economy. Thus, the use of information and communications technology (ICT) to drive such development is of great importance where the National Broadcasting and Telecommunications Commission (NBTC) plays various roles, including that of the regulatory agency, as stipulated by the Act on the Organization to Assign Radio Frequency and to Regulate the Broadcasting and Telecommunications Services B.E. 2553. Over the years, the NBTC had implemented various telecommunication policies and conducted follow-ups, as well as evaluations of key policies with the objectives of (1) tasking an advisory agency responsible for monitoring and evaluating key telecommunication policies of the NBTC, (2) collecting and analyzing data for follow-up and evaluation reports on 2 key telecommunications policies of the NBTC, including the supervision of satellite business and the implementations of the National 5G Strategy, and (3) presenting results of the follow-ups and evaluations of key NBTC telecommunication policies to relevant agencies for further academic uses and enhancement of regulations and supporting measures on telecommunications services. Here, researchers had collected and analyzed the facts to inspect and evaluate related operations. The plan for surveying facts, comments, and suggestions of stakeholders was done in accordance with appropriate academic and research standards where the data were collected from public hearings, focus groups, questionnaires, in-depth interviews, and interview groups. This was to produce in-depth analysis of the studies of both the supervision over the satellite business and the implementations of the National 5G Strategy in accordance with the CIPP Evaluation Model. With the regards to the studies on the supervision of satellite business, the 3 key issues were (1) the establishment of criteria and procedures to license the right to use satellite orbit, (2) the licensing of the rights to access satellite orbits in a package, and (3) the study project on the future satellite services and supervision measures for satellite businesses in Thailand. As for the studies on the National 5G Strategy, the 4 key issues were (1) the auction for the 700 MHz, 2600 MHz, and 26 GH bands, (2) the creation of the 5G Test Center, (3) the enhanced utilization of 5G technology, and (4) the 5G Sandbox where the NBTC should enhance and adjust their operations to provide the most benefits to the development of telecommunications service in Thailand.
