การยกระดับประกันสังคมสู่ระบบประกันสังคมถ้วนหน้า

Abstract

การขยายตัวของแรงงานอิสระสร้างผลกระทบต่อเศรษฐกิจในวงกว้าง ซึ่งแม้จะทำให้เกิดการสะสมทุนของกลุ่มทุนง่ายขึ้น และไวขึ้นแต่ก็ส่งผลต่อคุณภาพชีวิตของคนส่วนใหญ่ รายงานวิจัยฉบับนี้ได้ทำการศึกษาข้อเสนอการยกระดับประกันสังคมสำหรับกลุ่มแรงงานอิสระภาคสมัครใจ หรือมาตรา 40 ให้เป็นรูปแบบประกันสังคมแบบถ้วนหน้า ตามข้อเสนอของเครือข่ายรัฐสวัสดิการเพื่อความเท่าเทียมและเป็นธรรม We Fair โดยมีหัวใจหลักคือ เป็นระบบถ้วนหน้า ไม่แบ่งกลุ่มอาชีพ ไม่ตัดสิทธิสวัสดิการจากประกันสังคมมาตราอื่น หรือราชการ ไม่ได้เป็นระบบสมัครใจ โดยรัฐเป็นผู้อุดหนุนส่วนการสมทบ ร้อยละ 90 ของการสมทบโดยการอุดหนุนดำเนินการผ่านระบบภาษีและรับสิทธิประโยชน์ผ่านการยื่นภาษี งานวิจัยได้มีการทบทวนกรณีศึกษาต่างประเทศ เพื่อยืนยันหลักการถ้วนหน้า ไม่เป็นสินค้า ไม่แบ่งกลุ่มอาชีพ จะทำให้ประกันสังคมทำงานกับกลุ่มแรงงานอิสระได้ดีกว่า งานวิจัยได้ฉายภาพความสัมพันธ์กับการยกระดับประกันสังคมถ้วนหน้า กับการลดความเหลื่อมล้ำพบว่า การยกระดับประกันสังคม สามารถเพิ่มรายได้ของกลุ่มคนครึ่งล่างของสังคม เพิ่มทุนทางสังคม และโอกาสการต่อรองกับนายจ้างทั้งนี้การสื่อสารทางการเมืองจำเป็นที่จะต้องสื่อสารให้เกิดการยอมรับในระบบถ้วนหน้า ความเข้าใจต่อกลุ่มที่ไม่ได้รับประโยชน์โดยตรง และการนำเสนอต่อกลุ่มเคลื่อนไหวทางการเมืองที่มีประเด็นเฉพาะของตนเองให้นำเสนอการยกระดับประกันสังคมเป็นวาระของขบวนการเคลื่อนไหว The expansion of informal workers has a broad impact on Thai economy. The ruling economic elite may utilize this condition to benefit the process of capital accumulation. Somehow, the quality of majority working class is declining along with the progress of economic neoliberalization. This research paper has investigated a proposal to upgrade social security for independent workers, or Article 40-Scheme of Social Security Act., to a universal form of social security. According to the proposal of the Welfare State Network for Equality and Fairness We Fair, the research paper conceptualizes the new scheme of social security act. By introducing the concept of 1. Universal Scheme for everyone in working age 2. The scheme will not deprive the right to access other form of welfare and social security 3. The scheme design for all occupations and 4. The state subsidizing 90 percent of the contributions by tax budget. The research has reviewed case studies from four countries, confirm the principle of universal coverage; not divided into occupational groups. It will make social security work better with independent workers. It was found that upgrading social security for informal workers can 1. Increase the income of the lower half of society 2. Increase social capital and 3. Increase the opportunity to negotiate with employers. Moreover, the research found that political communication is very important to deliver the concept to the perception of majority. There are three key points that need to communicate with majority of the people; Firstly-the concept of universal system; Secondly communication with the groups that do not directly benefit from the policy. Lastly, the communication with social movement organization.
