Abstract

กรมเจรจาการค้าระหว่างประเทศได้พัฒนาระบบและข้อมูลสารสนเทศ เพื่อสนับสนุนการปฏิบัติงานของผู้บริหารและเจ้าหน้าที่ ทั้งด้านการเจรจาการค้า การบริหารจัดการภายในองค์กร การติดต่อสื่อสาร แลกเปลี่ยนข้อมูลข่าวสาร และบริการประชาชน โดยมีแผนพัฒนาดิจิทัลเพื่อเศรษฐกิจการพาณิชย์ ปี พ.ศ. 2560 - 2564 ของกรมเจรจาการค้าระหว่างประเทศ เป็นกรอบแนวทางการดำเนินการ รวมทั้งพัฒนาระบบเทคโนโลยีสารสนเทศ ให้สอดคล้อง เชื่อมโยงกับแผนพัฒนาดิจิทัลเพื่อเศรษฐกิจและสังคม แผนพัฒนารัฐบาลดิจิทัลของประเทศไทย แผนพัฒนาดิจิทัลเพื่อเศรษฐกิจการพาณิชย์ ปี พ.ศ. 2560 - 2564 ของกระทรวงพาณิชย์ ยุทธศาสตร์ของกระทรวงพาณิชย์ และยุทธศาสตร์ของกรมเจรจาการค้าระหว่างประเทศ การมีผู้เชี่ยวชาญด้านเทคโนโลยีสารสนเทศและการสื่อสาร ที่มีความรู้ ความสามารถ มาเป็นที่ปรึกษา ให้คำปรึกษา เสนอแนะแนวทางบริหารการพัฒนาระบบเทคโนโลยีสารสนเทศให้สอดคล้องกับแผนฯ กฎหมาย ระเบียบ แนวนโยบายภาครัฐที่เกี่ยวข้อง จะมีส่วนช่วยเสนอแนะแนวทางป้องกันและแก้ไขปัญหาที่เกิดขึ้นได้อย่างเหมาะสม ถูกต้อง ทันเวลา รวมถึงการมีกรอบแนวทางการกำกับดูแลข้อมูลที่เหมาะสมกับสภาพแวดล้อมองค์กร การจัดทำฐานข้อมูลการเจรจาการค้าระหว่างประเทศ และมาตรฐานข้อมูลสำหรับการพัฒนาระบบข้อมูลเปิด (open data) ซึ่งจะเป็นประโยชน์ต่อการเชื่อมโยงบูรณาการข้อมูลตามภารกิจของกรมฯ เพื่อให้ระบบเทคโนโลยีสารสนเทศและการสื่อสารของกรมฯ สามารถให้บริการประชาชน ผู้บริหาร และเจ้าหน้าที่ของกรมฯ ได้อย่างต่อเนื่อง มีประสิทธิภาพ มีความมั่นคงปลอดภัย และรองรับการบูรณาการข้อมูลกับหน่วยงานที่เกี่ยวข้อง Department of Trade Negotiations have two main strategies: First, to improve the efficiency of economic and trade negotiations and secondly, to develop organizational and staff performance. Their goals are to expand opportunities, protect and preserve national trade and investment interests and to be highly effective in terms of organizational management. These goals are driven by their ICT where Trade negotiations, Internal management, Communications and public services are supported. Their ICT has been developed corresponding to the Thailand's five-year Digital Economy plan (2017 - 2021) and also security policy/practices. Therefore, they require ICT specialists to consult them for the direction of the ICT development. There are specialists in information and communication technology who have knowledge and abilities to come as consultants, give advice and suggest management guidelines for the development of information technology systems in accordance with the plans, laws, regulations, and relevant government policies will help to suggest ways to prevent and solve problems that arise appropriately, accurately, and timely including having a framework for data governance that is appropriate for the organization's environment Creating a database of international trade negotiations and data standards for the development of open data systems, which will be useful for linking and integrating data according to the department's mission so that the information and communication technology system of the Department able to serve the public, executives and officials of the Department continuously effective have security and supports the integration of information with relevant departments.
