ประเมินผลการดำเนินงานของศูนย์ความเป็นเลิศด้านชีววิทยาศาสตร์ โดยบุคคลภายนอก ตามมาตรา 38 แห่งพระราชกฤษฎีกาจัดตั้งศูนย์ความเป็นเลิศด้านชีววิทยาศาสตร์ (องค์การมหาชน) พ.ศ. 2554

Abstract

โครงการจ้างที่ปรึกษาเพื่อประเมินผลการดำเนินงานของศูนย์ความเป็นเลิศด้านชีววิทยาศาสตร์ โดยบุคคลภายนอก ตามมาตรา ๓๘ แห่งพระราชกฤษฎีกาจัดตั้งศูนย์ความเป็นเลิศด้านชีววิทยาศาสตร์ (องค์การมหาชน) พ.ศ.๒๕๕๔ มีวัตถุประสงค์เพื่อประเมินความคุ้มค่าในการจัดตั้งศูนย์ความเป็นเลิศด้านชีววิทยาศาสตร์ (องค์การมหาชน) หรือ ศลช. เมื่อมีการดำเนินงานครบ ๓ ปี โดยจะทำการประเมินผลการดำเนินงานที่ครอบคลุมปีงบประมาณ ๒๕๕๙-๒๕๖๑ และใช้มาตราส่วนประมาณค่า (Rating Scale) คะแนน ๑-๕ ตัวชี้วัดที่ใช้ในการประเมินกำหนดตามตัวชี้วัดและค่าเป้าหมายจากแผนยุทธศาสตร์ของ ศลช. (พ.ศ.๒๕๕๙-๒๕๖๑) และคัดเลือกตัวชี้วัดตามกรอบแนวคิดของสำนักงานคณะกรรมการพัฒนาการเศรษฐกิจและสังคมแห่งชาติ (สศช.) ให้เหมาะสมกับบริบทของ ศลช. ซึ่งมีตัวชี้วัด ๓ มิติ คือ ๑) มิติด้านประสิทธิภาพ มี ๓ ตัวชี้วัด คือ (๑) ปริมาณผลผลิตที่ทำได้จริงเปรียบเทียบกับแผน (๒) สัดส่วนค่าใช้จ่ายจริงต่อค่าใช้จ่ายตามแผน และ (๓) การประเมินความเหมาะสมสอดคล้องของการใช้ทรัพยากรและกระบวนการทำงานเพื่อให้ได้มาซึ่งผลผลิตตามวัตถุประสงค์ ๒) มิติด้านประสิทธิผล มี ๓ ตัวชี้วัด คือ (๑) ระดับความสำเร็จในการบรรลุวัตถุประสงค์/เป้าหมาย (๒) Cost Effectiveness และ (๓) การประเมินผลผลิตของโครงการสำคัญตามแผนยุทธศาสตร์ และ ๓) มิติดานผลกระทบ มี ๒ ตัวชี้วัด คือ (๑) การประเมินผลกระทบ และ (๒) Benefit–Cost Ratio และยังมีการประเมินตัวชี้วัดด้านความคาดหวังและความพึงพอใจของผู้รับบริการต่อกระบวนการให้บริการของ ศลช. เพิ่มเติมอีก ๑ ตัวชี้วัด การประเมินจะใช้การคำนวณถ่วงน้ำหนักผ่าน “งบประมาณ” จะพบว่า ผลการประเมินความคุ้มค่าในภาพรวมอยู่ในระดับ ๔ คะแนนขึ้นไปในทุกยุทธศาสตร์และวัตถุประสงค์ ซึ่งอยู่ในเกณฑ์ “คุ้มค่าอย่างมาก” ผลการประเมินรายวัตถุประสงค์ พบว่า ทุกวัตถุประสงค์การจัดตั้งมีระดับคะแนนมากกว่า ๓ คะแนนขึ้นไป โดยวัตถุประสงคที่มีคะแนนมากที่สุดคือ วัตถุประสงค์ที่ ๖ การให้บริการทางวิชาการ เผยแพร่ความรู้ และพัฒนาบุคลากรด้านชีววิทยาศาสตร์ มียุทธศาสตร์การดำเนินงานที่ ๓ คือ พัฒนาและสร้างองค์ความรู้และนวัตกรรมด้านการพัฒนาผลิตภัณฑ์ชีววิทยาศาสตร์ โดยมีโครงการที่ดำเนินการภายใต้วัตถุประสงค์นี้คือ โครงการพัฒนาบุคลากรด้านอุตสาหกรรมชีววิทยาศาสตร์ มีระดับคะแนนอยู่ที่ ๔.๙๙ หมายถึง “คุ้มค่าอย่างมาก” ส่วนผลการประเมินรายยุทธศาสตร์ พบว่า ทั้ง ๓ ยุทธศาสตร์ มีระดับคะแนนตั้งแต่ ๓ ขึ้นไป โดยยุทธศาสตร์ที่มีระดับคะแนนมากที่สุดคือ ยุทธศาสตร์ที่ ๓ พัฒนาและสร้างองค์ความรู้และนวัตกรรมด้านการพัฒนาผลิตภัณฑ์ชีววิทยาศาสตร์ ซึ่งมีโครงการที่ดำเนินงานภายใต้ยุทธศาสตร์นี้จำนวน ๓ โครงการ ได้แก่ ศูนย์พัฒนาบริการการรักษาด้วยเซลล์บำบัด ศูนย์ทดสอบประสิทธิผลและความปลอดภัยผลิตภัณฑ์เครื่องสำอางและผลิตภัณฑ์ธรรมชาติในระดับคลินิกมาตรฐานสากล และพัฒนาบุคลากรด้านอุตสาหกรรมชีววิทยาศาสตร์ มีระดับคะแนนคือ ๔.๗๙ หมายถึง “คุ้มค่าอย่างมาก” และผลการประเมินรายโครงการ พบว่า โครงการที่มีผลการดำเนินงานดีที่สุด ๒ โครงการคือ “โครงการศูนย์ทดสอบประสิทธิผลและความปลอดภัยผลิตภัณฑ์เครื่องสำอางและผลิตภัณฑ์ธรรมชาติในระดับคลินิกมาตรฐานสากล” และ “โครงการพัฒนาบุคลากรด้านอุตสาหกรรมชีววิทยาศาสตร์” โดยมีคะแนนเท่ากันคือ ๔.๙๙ นอกจากนี้ผู้ประเมินยังให้ข้อเสนอแนะแนวทางการพัฒนาและปรับปรุงการปฏิบัติงานของ ศลช. ๕ ข้อ คือ (๑) ควรจัดทำตัวชี้วัดระดับวัตถุประสงค์หรือพันธกิจขององค์กร แยกรายวัตถุประสงค์ และกำหนดยุทธศาสตร์ตามวัตถุประสงค์ในแต่ละข้อแยกออกจากวัตถุประสงค์ข้ออื่น ๆ (๒) ควรมีการกำหนดตัวชี้วัดระดับยุทธศาสตร์ที่ชัดเจนเป็นรายยุทธศาสตร์ (๓) ควรคัดเลือกดำเนินการโครงการโดยคำนึงถึงผลกระทบต่อผู้มีส่วนได้ส่วนเสียเป็นสำคัญ (๔) องค์กรควรพิจารณาถึงการจัดหารายได้เพิ่มเติมเพื่อลดการพึ่งพาเงินงบประมาณของรัฐในระยะยาว และ (๕) ควรปรับปรุงในด้านช่องทางการให้บริการและด้านประโยชน์ที่ได้รับจากการให้บริการ เนื่องจากผลสำรวจฯ ในปีงบประมาณ ๒๕๖๑ ผู้รับบริการมีระดับความพึงพอใจน้อยกว่าระดับความคาดหวัง Project to hire a consultant to evaluate the performance of Thailand Center of Excellence for Life Sciences by third parties under section 38 of the decree establishing Thailand Center of Excellence for Life Sciences (Public Organization) 2011. It aims to assess the cost-effectiveness of establishing a center of excellence in life science. (Public Organization) or TCELS, when the operation is completed for 3 years, will assess the performance that covers the fiscal year 2016-2018 and use the rating scale scores 1-5. Indicators used in the assessment were set according to indicators and target values from the TCELS strategic plan (2016-2018) and selected indicators according to the conceptual framework of Office of the National Economic and Social Development Council (NESDC) to suit the context of the TCELS. There are 3 dimensions which are 1) the efficiency dimension has 3 indicators: (1) the actual output quantity compared with the plan (2) the proportion of actual expenses to the planned expenses and (3) the assessment for the appropriateness of use of resources and work processes to achieve objective productivity. 2) The effectiveness dimension has 3 indicators: (1) the degree of achievement of objectives/goals (2) cost-effectiveness and (3) productivity assessment of key projects according to the strategic plan. 3) The impact dimension has two indicators: (1) Impact Assessment and (2) Benefit – Cost Ratio and there are additional indicator of expectation and satisfaction of clients towards the service process of TCELS. The evaluation will be calculated using weighted through the "budget", it will be found that the overall worthiness assessment is 4 points or higher for all strategies and objectives, meaning "great value". The assessment results for each objective found that all establishment objectives had a score of more than 3 points. The objectives with the most points are objective 6 providing academic services disseminate knowledge and develop life science personnel. There is a third operational strategy: development and creation of knowledge and innovation in the development of life science products. The projects that operate under this objective are human resource development project for life science industry has a score of 4.99, meaning "great value". As for the evaluation of each strategy, it was found that all 3 strategies had a score of 3 or higher. The strategies with the most points is a third operational strategy: development and creation of knowledge and innovation in the development of life science products. There are 3 projects under this strategy, named the cell therapy service development center, testing center for effectiveness and safety of cosmetic and natural products at the international standard clinic level and develop personnel in the life science industry. The score is 4.79, meaning "great value". The results of each project evaluation showed that the 2 projects with the best performance were "productivity and safety testing center project for cosmetics and natural products at the international standard clinical level" and "life science industry personnel development project". They have the same score, 4.99. In addition, the assessor also gave 5 recommendations on the development and improvement of TCELS's performance: (1) Indicators for objectives or missions of the organization should be developed separately for each objective. And define strategies according to each objective separate from the others (2) There should be a clear strategic level indicator for each strategy (3) The project should be selected taking into account the impact on the stakeholders (4) The organization should consider the provision of additional income to reduce long-term dependence on the state budget and (5) There should be improvements in service channels and benefits received from the provision of services. Since the survey results in fiscal year 2018, the service recipients had a level of satisfaction less than their expectation level.
