พัฒนาหลักสูตรสร้างผู้นำและเครือข่ายด้านนวัตกรรมระดับท้องถิ่น

Abstract

การศึกษาในครั้งนี้มีวัตถุประสงค์เพื่อพัฒนาหลักสูตร “สร้างผู้นำและเครือข่ายด้านนวัตกรรมระดับท้องถิ่น”และเพื่อสร้างหลักสูตรที่มีการเสริมสร้างศักยภาพผู้นำภาครัฐและเอกชนส่วนท้องถิ่นให้มีแนวความคิดที่เป็นนวัตกรรมโดยพัฒนาความรู้และความเข้าใจบ่มเพาะทักษะและกระบวนทัศน์ เพื่อเปลี่ยนให้กลายเป็นผู้นำที่มีแนวคิดเชิงนวัตกรรม ซึ่งได้มีการศึกษาเอกสารและทบทวนวรรณกรรมทางวิชาการและข้อมูลที่เกี่ยวข้อง ได้แก่ 1) แนวคิดเกี่ยวกับองค์ประกอบคุณลักษณะของผู้นำระดับท้องถิ่น 2) รายละเอียดกลไกของสำนักงานนวั ตกรรมแห่งชาติในระดับเอกชน ชุมชน และท้องถิ่น 3) ระบบการทำงานขององค์กรปกครองส่วนท้องถิ่นที่มีความเชื่อมโยงกับภาคส่วนอื่น ๆ อาทิ ภาครัฐ เอกชน กองทัพ ภาคการเมือง ประชาสังคม เป็นต้น 4) โครงสร้างระบบนิเวศ (Eco-system) ขององค์กรปกครองส่วนท้องถิ่น 5) นโยบายนวัตกรรมท้องถิ่นที่มีการวางเป้าหมายการบริหารที่มีการวางเป้าหมายกลยุทธ์การบริหาร และนำแนวคิดต่าง ๆ ข้างต้นมาออกแบบโครงสร้างพัฒนาหลักสูตรผู้นำนวัตกรรมท้องถิ่นด้านนวัตกรรม ซึ่งคณะผู้วิจัยนำมาสังเคราะห์ได้หลักสูตรสร้างผู้นำและเครือข่ายด้านนวัตกรรมระดับท้องถิ่น โดยได้มีการพิจารณาประเภทของผู้เข้าร่วมอบรม ประกอบด้วย 4 ภาคส่วนต่อ 1 พื้นที่ ได้แก่ ผู้บริหารท้องถิ่น เช่น นายก/รองนายกองค์การบริหารส่วนตำบล นายก/รองนายกเทศมนตรี นายก/รองนายกองค์การบริหารส่วนจังหวัด สมาชิกสภา เป็นต้น ตัวแทนส่วนราชการในพื้นที่ซึ่งมีบทบาทสำคัญในการพัฒนาพื้นที่ทั้งหน่วยงานราชการส่วนภูมิภาค หรือส่วนกลางในพื้นที่ และหมายรวมถึงสถาบันการศึกษา และ/หรือ หน่วยงานวิจัย ตัวแทนภาคเอกชนในพื้นที่ และตัวแทนภาคประชาสังคม เช่น องค์กรการกุศล กลุ่มสมาคม มูลนิธิ องค์กรทางศาสนา ศาลเจ้า หรือภาคประชาสังคมอื่น ซึ่งระยะเวลาในการฝึกอบรมทั้งหลักสูตรเป็น จำนวน 74 ชั่วโมง ระยะเวลา จำนวน 10 สัปดาห์ โดยเนื้อหาหลักสูตรประกอบไปด้วย 9 โมดูล ได้แก่ โมดูลที่ 1 Unlock (6 ชั่วโมง) โมดูลที่ 2 Finding (6 ชั่วโมง) โมดูล 3 need & want (6 ชั่วโมง) โมดูลที่ 4 Let's innovate (7 ชั่วโมง) โมดูลที่ 5 Everything else about Innovation (6 ชั่วโมง) โมดูลที่ 6 Exploring your local innovation Eco-system (6 ชั่วโมง) โมดูลที่ 7 Prototype (7 ชั่วโมง) และ Identify (7 ชั่ วโมง) โมดูลที่ 8 Local engagement (16 ชั่วโมง) และโมดูลที่ 9 Pitching (7 ชั่วโมง) โดยในแต่ละโมดูลจะมีการใช้เทคนิคการอบรมที่หลากหลายและเหมาะสมกับเนื้อหาของหลักสูตร นอกจากนี้ยังมีการติดตามประเมินระหว่างดำเนินการฝึกอบรมในรูปแบบของ Non-Participant Observation และการสะท้อนคิด/การสัมภาษณ์เชิงลึก และการประเมินหลังการดำเนินการฝึกอบรม เพื่อประเมินความรู้และความเข้าใจของผู้เข้ารับการฝึกอบรม และความพึงพอใจต่อการจัดฝึกการอบรมภายใต้หลักสูตรนี้ฯ เพื่อนำไปพัฒนาในการดำเนินการจัดฝึกการอบรมครั้งต่อไป This research’s goal is to create a curriculum. The total duration of the course is 74 hours, divided into ten weeks of training. The course is divided into nine modules: Module 1: Unlock (6 hours), Module 2: Locate (6 hours), and Module 3: Need & Want (6 hours).) Additionally, assessments were conducted throughout the program in the form of Non-Participant Observation and in-depth reflection/interview. and post-training assessment to determine trainees' knowledge and comprehension, as well as their satisfaction with the training arrangements for this course.
