จัดทำแผนขับเคลื่อนการพัฒนาอุตสาหกรรมตามแนวคิดเศรษฐกิจหมุนเวียน (Circular Economy) สู่การพัฒนาในระดับพื้นที่กลุ่มจังหวัด

Abstract

กลุ่มนโยบายและยุทธศาสตร์อุตสาหกรรม กองนโยบายอุตสาหกรรมมหภาค สำนักงานเศรษฐกิจอุตสาหกรรม ได้จัดทำโครงการจัดทำแผนขับเคลื่อนการพัฒนาอุตสาหกรรมตามแนวคิดเศรษฐกิจหมุนเวียน (Circular Economy) สู่การพัฒนาในระดับพื้นที่กลุ่มจังหวัด เพื่อเป็นกรอบแนวทางในการขับเคลื่อนและขยายผลการพัฒนาอุตสาหกรรมตามแนวคิดเศรษฐกิจหมุนเวียนลงสู่ระดับพื้นที่ เป็นการยึดโยงการพัฒนาอุตสาหกรรมกับศักยภาพเชิงพื้นที่ และเชื่อมโยงให้เกิดการพัฒนาเศรษฐกิจฐานราก ผ่านรูปแบบการผลิตตามแนวคิดเศรษฐกิจหมุนเวียนภายใต้ความร่วมมือของภาคส่วนที่เกี่ยวข้องอย่างบูรณาการ โดยมีวัตถุประสงค์หลักเพื่อจัดทำแผนการขับเคลื่อนการพัฒนาอุตสาหกรรมตามแนวคิดเศรษฐกิจหมุนเวียนสู่การพัฒนาในระดับพื้นที่และนำไปสู่การขับเคลื่อนการพัฒนาอุตสาหกรรมตามแนวคิดเศรษฐกิจหมุนเวียน ในพื้นที่นำร่องกลุ่มจังหวัดภาคเหนือตอนบนให้เกิดผลเป็นรูปธรรม รวมทั้งเป็นโมเดลการพัฒนาเชิงพื้นที่ต้นแบบ (Role Model) ที่จะนำไปสู่การผลักดันและขยายผลการพัฒนาอุตสาหกรรมตามแนวคิดเศรษฐกิจหมุนเวียนให้เกิดขึ้นในวงกว้างต่อไป สำหรับแผนขับเคลื่อนการพัฒนาอุตสาหกรรมตามแนวคิดเศรษฐกิจหมุนเวียนในระดับพื้นที่กลุ่มจังหวัดเป้าหมาย ได้แก่ กลุ่มจังหวัดภาคเหนือตอนบน จะมุ่งเน้นการปรับโครงสร้างการผลิตจากรูปแบบเดิมไปสู่รูปแบบใหม่ในระดับพื้นที่เป้าหมายที่คำนึงถึงการใช้ทรัพยากรอย่างคุ้มค่าและครบวงจร ตั้งแต่การผลิต การบริโภคการจัดการของเสีย และการนำวัตถุดิบกลับมาใช้ใหม่ ซึ่งจะช่วยลดปัญหาสิ่งแวดล้อม ลดของเสีย และสร้างมูลค่าเพิ่มทางเศรษฐกิจแก่ประเทศ โดยมีรายละเอียดแผนขับเคลื่อนการพัฒนาอุตสาหกรรมตามแนวคิดเศรษฐกิจหมุนเวียนในระดับพื้นที่กลุ่มจังหวัดภาคเหนือตอนบน ประกอบด้วย วิสัยทัศน์อุตสาหกรรมที่เป็นเป้าหมายของการขับเคลื่อน กลยุทธ์การขับเคลื่อนการพัฒนาอุตสาหกรรมตามแนวคิดเศรษฐกิจหมุนเวียน รวมถึงแนวทางและกลไกการขับเคลื่อนแผนฯ โดยมีวิสัยทัศน์ คือ “ขับเคลื่อนอุตสาหกรรมเกษตรและอาหารในกลุ่มจังหวัดภาคเหนือตอนบนสู่การส่งเสริมการนำวัตถุดิบที่ผ่านการผลิตและบริโภคแล้วมาใช้ประโยชน์ตามแนวคิดเศรษฐกิจหมุนเวียน เพื่อเป็นกลไกในการพัฒนาเศรษฐกิจฐานรากอย่างยั่งยืน” จากการกำหนดอุตสาหกรรมที่เป็นเป้าหมายขับเคลื่อนหลักในระยะแรกของพื้นที่กลุ่มจังหวัดภาคเหนือตอนบน ได้แก่ อุตสาหกรรมเกษตรและอาหาร นำมาสู่การกำหนดรูปแบบการเชื่อมโยงการพัฒนาอุตสาหกรรมตามแนวคิดเศรษฐกิจหมุนเวียนของกลุ่มจังหวัดภาคเหนือตอนบน ของผลิตภัณฑ์เป้าหมายที่มีศักยภาพโดยพิจารณาจากข้อมูลผลผลิตพืชเศรษฐกิจสำคัญในพื้นที่ ได้แก่ ข้าว ข้าวโพด และลำไย และเพื่อให้สอดคล้องกับแผนปฏิบัติการ ด้านการพัฒนาอุตสาหกรรมจังหวัดของกลุ่มจังหวัดภาคเหนือตอนบน จึงมีการกำหนดสาขาผลิตภัณฑ์เป้าหมายเพิ่มเติม ได้แก่ กาแฟ ซึ่งเป็นหนึ่งในพืชเศรษฐกิจที่สำคัญที่ถูกระบุไว้ในแผนปฏิบัติการด้านการพัฒนาอุตสาหกรรมจังหวัดเชียงรายและจังหวัดเชียงใหม่ อีกทั้ง ยังเพิ่มเติมในส่วนของอุตสาหกรรมพลาสติกเพื่อให้การดำเนินงานเกิดความสอดคล้องตลอดห่วงโซ่อุปทาน ตามวัฏจักรของการหมุนเวียน โดยใช้หลักแนวคิดของวัฏจักรการหมุนเวียนเป็นกรอบหลักในการกำหนดรูปแบบการเชื่อมโยงตลอดห่วงโซ่อุปทาน (Supply Chain) ของผลิตภัณฑ์เป้าหมายเพื่อให้การดำเนินงานตามแผนขับเคลื่อนการพัฒนาอุตสาหกรรมตามแนวคิดเศรษฐกิจหมุนเวียน ในพื้นที่นำร่องกลุ่มจังหวัดภาคเหนือตอนบนเกิดผลเป็นรูปธรรม จึงได้จัดทำโมเดลต้นแบบ (Role Model) การพัฒนาอุตสาหกรรมตามแนวคิดเศรษฐกิจหมุนเวียน โดยมีสิงห์ปาร์ค ซึ่งเป็นสวนอุตสาหกรรมเกษตรที่ตั้งอยู่จังหวัดเชียงราย เป็นกรณีศึกษาโมเดลการพัฒนาในรูปแบบสวนอุตสาหกรรมเกษตรแบบหมุนเวียน นำมาสู่การกำหนดรูปแบบโมเดลการขับเคลื่อนระบบเศรษฐกิจหมุนเวียนแบบขั้นบันได (5-Step Approach) ดังนี้ ขั้นตอนที่ 1. Eco-efficiency การเพิ่มประสิทธิภาพการผลิตให้มีศักยภาพ และเป็นมิตรต่อสิ่งแวดล้อม ขั้นตอนที่ 2. Industrial Symbiosis จัดการด้านการขนย้ายสินค้า เพื่อเปลี่ยน Waste to Raw Materials ในอุตสาหกรรมอื่น ขั้นตอนที่ 3. Waste to Energy การแปรรูปของเสียเป็นพลังงาน ขั้นตอนที่ 4. Upcycling การเพิ่มมูลค่าให้กับของเสียผ่านกระบวนการแปรรูปเป็นผลิตภัณฑ์ใหม่ ขั้นตอนที่ 5. Product Stewardship (Circular Enterprises / Startups) การส่งเสริมการปรับรูปแบบธุรกิจสร้างระบบการจัดการผลิตภัณฑ์หลังการใช้งานตามแนวคิดเศรษฐกิจหมุนเวียนเพื่อให้การดำเนินแผนขับเคลื่อนฯ บรรลุผลสำเร็จตามเป้าหมายที่กำหนดไว้จึงกำหนดกลยุทธ์การขับเคลื่อนการพัฒนาอุตสาหกรรมตามแนวคิดเศรษฐกิจหมุนเวียนสู่การพัฒนาในระดับพื้นที่กลุ่มจังหวัดภาคเหนือตอนบน ภายใต้ 3 แนวทางการดำเนินงานหลัก ตามแนวทางการพัฒนาอุตสาหกรรมไทย ตามแนวคิดเศรษฐกิจหมุนเวียน ของกระทรวงอุตสาหกรรม ซึ่งมีรายละเอียดการดำเนินงานที่ปรับให้สอดรับกับการดำเนินงานในระดับพื้นที่กลุ่มจังหวัดภาคเหนือตอนบน ดังนี้ แนวทางที่ 1 การเพิ่มประสิทธิภาพการผลิตให้มีศักยภาพ และเป็นมิตรต่อสิ่งแวดล้อม (Eco-efficiency) แนวทางที่ 2 การเพิ่มมูลค่าอุตสาหกรรม/สร้างผลิตภัณฑ์ใหม่จากของเสีย/วัสดุเหลือใช้ภายในประเทศ(Upcycling) แนวทางที่ 3 การส่งเสริมการปรับรูปแบบธุรกิจสร้าง Circular Enterprises / Stratups การดำเนินงานตามแนวคิดเศรษฐกิจหมุนเวียน จะก่อให้เกิดมูลค่าเพิ่มในอัตราที่ค่อนข้างสูงเมื่อเปรียบเทียบกับการปล่อยเศษวัสดุให้สูญเปล่า หรือการใช้ประโยชน์แบบทางตรงเพียงอย่างเดียว แต่การจะดำเนินการให้ได้ครบตามวัฏจักรเศรษฐกิจหมุนเวียนนั้น จำเป็นต้องอาศัยความร่วมมือจากหลายภาคส่วนและควรมีการขับเคลื่อนอย่างเป็นรูปธรรม ทั้งในระดับส่วนกลางและระดับพื้นที่ เพื่อนำไปสู่การผลักดันและขยายผลการพัฒนาอุตสาหกรรมตามแนวคิดเศรษฐกิจหมุนเวียนให้เกิดขึ้นในวงกว้างต่อไป The Industrial Policy and Strategy Group from The Division of Industrial Policy, The Office of Industrial Economy, therefore, saw the essential to conduct the Industrial Development Implementation Planning under the Circular Economy Concept at Provincial Cluster-level. This report provides the framework to drive and expand the industrial development implementation under the Circular Economic concept at the provincial cluster level, which combines industrial development and potential surface. Moreover, it also creates the development of the local economy through the production under the Circular Economy concept with cooperation. The main objective is to make the industrial development implementation planning under the Circular Economic concept in provincial cluster-level and lead to economy driving under the Circular Economic concept in the upper north region and become role models for other areas in the future. For the industrial development implementation planning under the Circular Economy concept in provincial cluster-level: upper north region, it will focus on restructuring the previous production to the new production at the target area level, considering using resources effectively and comprehensively from the first process of production, consumption, waste disposal, and reusing resources. It can help reducing pollutions, waste, and it also adds value to resources. The details for the industrial development implementation planning under the Circular Economy concept in provincial cluster-level: upper north region include vision, the target industry, strategy to develop industry under the Circular Economy concept, and methodology driving a plan. The vision is “Encouraging agricultural and food industry in the upper north region to use used resources from production and consumption under the Circular Economy concept to develop the sustainable economic foundation.” According to the definition, the target industry in the plan's first stage at the upper north region area is the agricultural and food industry. It leads to the formulation of the industrial development links under the Circular Economic concept of the upper north region of the potential target product by evaluating critical economic crops such as rice, corn, and longan. The additional target product will be coffee, one of the most important agricultural products listed in the Action Plan for Industrial Development in Chiang Rai and Chiang Mai. The linkage throughout the supply chain under the cycle of rotation. We use the circulation cycle concept as the main framework throughout the supply chain of the target product. To implement the industrial development planning under the Circular Economy concept in provincial cluster-level: upper north region concretely, the Role Model has been developed. The industrial development under the Circular Economic concept presents a road map to actual practice in the target area. Singha Park in Chiang Rai is an agricultural, industrial park that can be a case study for the industrial park under the Circular Economy concept. The Singha Park case study led to the role model setting to driving staircase pattern Circular Economy Model (5-Step Approach). Step 1. Product Stewardship (Circular Enterprises / Startups) To support adjusting business model and build production system under the Circular Economy concept To achieve the plan to develop the industry, the strategy to establish the manufacturing sector under the Circular Economy concept in provincial cluster-level: the upper north region was determined under three strategies by the Ministry of Industry. The plan has details of the operation adjusted to conform to the processes at the upper north region area. Strategy 1 The effectiveness production development and Eco-efficiency Strategy 2 Industrial Value Addition from Domestic Waste / Materials (Upcycling) Strategy 3 Support Adjusting Business Model and Build Circular Enterprises / Startups The operation under the Circular Economy concept will create added value at a relatively high rate, compared to abandoning waste or linear usage. However, to operate in the whole circle, must have cooperation from many sectors. The plan should be driven concretely, both at the central and local level, leading to further and expanding the industrial development under the Circular Economic concept broadly in the future.
