พัฒนาการเชื่อมต่อข้อมูลผู้ป่วยนอกรายบุคคล

Abstract

โครงการพัฒนาการเชื่อมต่อข้อมูลผู้ป่วยนอกรายบุคคล เป็นการพัฒนาระบบสารสนเทศต้นแบบเพื่อการรับส่งข้อมูลผู้ป่วยในระบบหลักประกันสุขภาพ เพื่อให้แต่ละหน่วยบริการสามารถใช้ข้อมูลผู้ป่วยร่วมกัน แบ่งเป็น 3 ส่วนได้แก่ 1. การแสดงข้อมูลด้านสุขภาพของประชาชน (Citizen Health Profile) พัฒนาระบบการตรวจสอบสิทธิ์การเข้าถึงข้อมูล (Authentication) โดยใช้ Smart Card ของแพทย์และผู้ป่วยร่วมกัน และแสดงข้อมูลประวัติการเข้ารับบริการของของผู้ป่วยได้แก่หน่วยบริการที่เข้ารับบริการครั้งล่าสุด ข้อมูลโรค และข้อมูลยา และอื่นๆ 2. พัฒนาศูนย์ข้อมูลกลางเสมือน (Virtual Data Center) สำหรับแต่ละสำนักงานสาธารณสุขจังหวัด เป็นการพัฒนาระบบเพื่อแบ่งปันทรัพยากรคอมพิวเตอร์ภายในศูนย์ข้อมูลของ สปสช. ให้เป็นศูนย์ข้อมูลเสมือนของแต่ละสำนักงานสาธารณสุขจังหวัด โดยใช้แนวคิด Distributed Computing & Virtualization technology ทดสอบกับกลุ่มจังหวัดนำร่อง ๓ จังหวัด ได้แก่ ยโสธร ราชบุรี และนครศรีธรรมราช 3. พัฒนากระบวนการประมวลผลการรับค่าใช้จ่ายเพื่อบริการสาธารณสุข ใช้แนวคิด Service Oriented Architecture ทำการพัฒนากระบวนการทางธุรกิจ (Business Process) ปรับปรุงขั้นตอนการประมวลผลการจ่ายชดเชยค่าบริการทางการแพทย์ ได้แก่กระบวนการขอเบิกชดเชยค่าบริการ (Claim) จากหน่วยบริการ กระบวนการตรวจสอบและรับข้อมูลการขอเบิกค่าชดเชย กระบวนการส่งข้อมูลเพื่อเบิกจ่ายเงินชดเชยค่าบริการ (Reimbursement) กลับไปยังหน่วยบริการ

This project aims to develop systems that enable the link and exchange of Client Health Information between National Health Securities Office (NHSO) and all Health Service Provider in Thailand. With this new NHSO Client Health Services Information Management Systems, Thai citizen will have fast and better health services from any local Health Service Provider wherever most convenience for them. The project consists of 3 major modules: 1. Citizen Health Profile This module keeps track of all Thai citizen health profile which can be accessed only by Smart Cards of the patient and authorized medical staff together. 2. Virtual Data Center This module implements the Distributed Computing & Virtualization technology to access and share Citizen Health Profile from Central NHSO Databases in order to provide health services for local citizen anywhere. 3. Claiming process for medical services provided by the service providing units This module implements the Service Oriented Architecture to develop a new business process that can improve claiming process for medical services of service providing units. It can also verify and check medical service expenses and reimbursement process of services providing units. 3 case studies: 3.1 OP individual data in case of acidental visit 3.2 OP individual data in case of high service cost 3.3 OP individual data in case of instrument service related
