พัฒนามาตรฐาน นำเข้า และแลกเปลี่ยนข้อมูลกลางของกรมทางหลวงชนบท (ระยะที่ 2)

Abstract

กรมทางหลวงชนบท ได้ดำเนินการจัดทำมาตรฐานข้อมูล ( Data Standard) เพื่อเป็นแนวปฏิบัติในการพัฒนาและปรับปรุงข้อมูล รวมถึงการบูรณาการข้อมูลด้วยระบบฐานข้อมูลกลางสำหรับการเชื่อมโยงแลกเปลี่ยนข้อมูลของหน่วยงานภายในและภายนอก ซึ่งเป็นไปตามนโยบายรัฐบาลที่ต้องการให้ภาครัฐใช้ ประโยชน์จากข้อมูลขนาดใหญ่ (Big Data) กรมทางหลวงชนบทจึงร่วมมือกับมหาวิทยาลัยธรรมศาสตร์ ดำเนินโครงการพัฒนาระบบวิเคราะห์ข้อมูล (Data Analytic and Business Intelligence) เพื่อตอบสนองในประเด็นของการติดตามประเมินผลความสำเร็จของหน่วยงานตามข้อเสนอการปฏิบัติราชการเพื่อให้บรรลุตามวิสัยทัศน์ และพันธกิจ โดยที่ปรึกษาได้ทำการตรวจสอบตัวอย่างข้อมูล และดำเนินการวิเคราะห์จากข้อมูลรายงานของการดำเนินงานระยะที่ 1 โดยตั้งข้อสังเกตและออกแบบการปรับปรุงชุดข้อมูล (Dataset) ให้เป็นไปตามมาตรฐานที่ได้กำหนดไว้ในโครงการพัฒนาระบบดิจิทัลด้านการจัดทำมาตรฐานและแลกเปลี่ยนข้อมูล ตลอดระยะเวลาการศึกษาของโครงการที่ปรึกษาได้พัฒนาโมดูลการให้บริการแลกเปลี่ยนข้อมูล ในรูปแบบ Application Programming Interface (API) ในรูปแบบที่เรียกว่า Web Service ที่ใช้ในการเชื่อมต่อระหว่าง Data Lake กับ Data Service Portal คือ Apache Tomcat 9 โดยนำข้อมูลจาก Data Lake เชื่อมต่อเข้ากับ Data Service Portal เพื่อใช้ในการแสดงผลข้อมูลบนเครื่องมือ ArcGIS และเครื่องมืออื่น ๆ บนเว็บไซต์ ของกรมทางหลวงชนบทตลอดจนแลกเปลี่ยนและให้บริการข้อมูลแก่หน่วยงานในเครือข่ายหรือหน่วยงานภายนอกได้ The Department of Rural Roads (DRR) has implemented data standards as a practice for data development and improvement, including integrating data with a central database system for linking data exchange of internal and external agencies, which is in accordance with government policy that requires the government agency to utilize big data. The Department of Rural Roads and Thammasat University have worked closely to establish a project that is referred to as Data Analytic and Business Intelligence project to monitor and assess the success of the agency to achieve the vision and mission set by the DRR. The project reviewed previously stored data and conducted analysis that contributed to the design and improvement of the dataset. Most important, the developed system must meet the requirement and data standard set by the government.
