การพัฒนาชุมชนเศรษฐกิจหมุนเวียนเชิงบูรณาการด้วยนวัตกรรมการเชื่อมต่อระบบขนส่งทางน้ำ

Abstract

โครงการการพัฒนาชุมชนเศรษฐกิจหมุนเวียนเชิงบูรณาการด้วยนวัตกรรมการเชื่อมต่อระบบขนส่งทางน้ำมีวัตถุประสงค์ในการดำเนินการศึกษาเพื่อต่อยอดองค์ความรู้สู่การพัฒนาพื้นที่ด้วยการสร้างรูปแบบกาบริหารจัดการระบบเศรษฐกิจหมุนเวียนภายในชุมชนเชิงบูรณาการด้านการท่องเที่ยวและวิเคราะห์ความเป็นไปได้ในการพัฒนาเชิงบูรณาการของระบบกิจกรรมชุมชนกับการสร้างการเชื่อมโยงการท่องเที่ยวกับชุมชนผู้มีรายได้น้อย งานวิจัยนี้ได้ทำการประยุกต์ใช้การวิจัยเชิงสำรวจ (Survey research) โดยใช้ระเบียบของการวิจัยในเชิงพรรณนา (Descriptive Statistics) และสถิติเชิงวิเคราะห์ (Analytical Statistics) โดยมุ่งศึกษาในพื้นที่ชุมชนริมคลองลาดพร้าวเพื่อทำการเก็บรวบรวมข้อมูลด้วยการสนทนากลุ่มกับประธานชุมชนและลูกบ้านของกลุ่มตัวอย่าง และเก็บข้อมูลแบบสอบถามจำนวน 400 ชุด เพื่อนำสู่การวิเคราะห์และเสนอแนะรูปแบบการพัฒนาชุมชนผู้มีรายได้น้อยบนพื้นฐานของการบูรณาการพัฒนาเชิงนวัตกรรมด้านการท่องเที่ยวด้วยการแบ่งปันผลประโยชน์ในชุมชนงานวิจัยได้กำหนดกรอบการวิจัย ประกอบด้วย 3 ส่วน คือ 1) Ecosystem analysis คือ การถอดองค์ความรู้เพื่อการต่อยอดในการศึกษาวิจัยพร้อมกับการวิเคราะห์ศักยภาพของชุมชนเพื่อนำไปสู่การถ่ายทอดรูปแบบการพัฒนาเศรษฐกิจชุมชน โดยพิจารณาทุนทรัพยากรในพื้นที่ชุมชน 2) Stakeholder mapping คือ การพิจารณาประเด็นการดำเนินงานที่เกี่ยวข้องกับกลุ่มผู้มีส่วนได้ส่วนเสียในกลุ่มต่าง ๆ และประยุกต์ใช้เครื่องมือการประเมินตนเองเพื่อการพัฒนาท้องถิ่นอย่างยั่งยืน ซึ่งเป็นส่วนหนึ่งในการดำเนินกิจกรรมร่วมกับการศึกษาระบบของชุมชน 3) Profit making คือ การถ่ายทอดองค์ความรู้ที่ปรับปรุงและพัฒนาขึ้นให้มีความสอดคล้องต่อความต้องการของประชาชนในชุมชน ซึ่งผลการศึกษาสามารถสรุปได้ว่า ปัญหาหลักสำคัญ คือ บริบทพื้นที่มีผลต่อกำลังการผลิตและการเข้าถึง และอีกประเด็นที่สำคัญ คือ องค์ความรู้ในการพัฒนาธุรกิจชุมชนโดยเฉพาะการหาตลาดรองรับ ดังนั้นจึงควรมีแนวทางในการปรับกลยุทธ์และรูปแบบของกิจกรรมที่เหมาะสมกับพื้นที่พร้อมทั้งหาเครือข่ายเพื่อช่วยเสริมทักษะ องค์ความรู้ กระจายผลผลิตหรือผลิตภัณฑ์รวมไปถึงการดึงทรัพยากรในชุมชนมาใช้ให้เกิดความเหมาะสมและก่อประโยชน์ ดังนั้นแนวทางการพัฒนาชุมชนด้วยการสร้างรูปแบบการบริหารจัดการระบบเศรษฐกิจหมุนเวียนภายในชุมชนโดยมีชุมชนริมคลองเป็นตัวแบบของการใช้ต้นทุนเชิงพื้นที่ในการสนับสนุนการขนส่งทางน้ำนี้แสดงให้เห็นถึงศักยภาพในการผลักดันเชิงธุรกิจเมื่อมีการปรับปรุงและพัฒนาสภาพแวดล้อมของคลอง ซึ่งสามารถนำศักยภาพดังกล่าวเป็นแกนหลักในการเชื่อมโยงกิจกรรมธุรกิจในระดับอื่น ๆ (ตั้งแต่ระดับครัวเรือน ชุมชน และย่าน) อาทิ การส่งเสริมการท่องเที่ยวชุมชน การจัดการขยะ การปลูกพืชผักสวนครัวเพื่อสร้างรายได้ชุมชน อย่างไรก็ตามข้อเสนอแนะอันเป็นแนวทางแก้ไขปัญหาและการพัฒนาชุมชนเศรษฐกิจหมุนเวียนจากพื้นที่ต้นแบบนี้ สามารถนำไปปรับใช้ให้เหมาะสมในพื้นที่อื่น ๆ ได้โดยพิจารณาจากทุนทางทรัพยากรของชุมชนเป็นหลักเพื่อสร้างชุดทางเลือกที่ในการส่งเสริมเศรษฐกิจหมุนเวียนให้ผลลัพธ์ในการตอบโจทย์ และสร้างความสามารถในการแลกเปลี่ยนและแบ่งปันภายในเครือข่ายชุมชน An integrated development of circular village towards innovative connectivity of water transport system aims to highlight knowledge gained from the projects of Hybrid Canals-Rail Connectivity: Linking Bangkok’s Canals Networks to Mass Rapid Transit Lines 2014 - 2015 and the Development of Community-Owned Canal Transit System, Boat Piers and Vicinity 2016 – 2017 under Thammasat University and supported by the Rockefeller foundation. This research was conducted by focusing on creating a circular economy management model based on integration of local tourism development concept and analyzing the potential needs of low-income neighborhoods. Therefore, this research applied the survey research through participatory approach by using descriptive statistics and analytical statistics to pinpoint concrete connections between canal communities with potential economic activities of Ladphrao canal. The research framework consists of 3 parts: 1) Ecosystem analysis: The contributing factors among all aspects of community was analyzed to stimulate the process of community involvement in a business model by leveraging the existing networks to meet the needs and potential of the community. 2) Stakeholder mapping: The strength of the community must be identified for creating co-development with other sectors for improving the quality of living along with economic development within the community. 3) Profit making: By apply self-assessment tools for sustainable local development, the gap of knowledge and skill requirement were explored and created as informal knowledge sharing platform. The results of research demonstrated that the canal community has the potential to develop based on a circular economy model due to the available of local activities existed in the area. However, in order to promote community tourism, it is necessary to improve the current infrastructure system, additionally a partnership model for providing knowledge-based support from relevant agencies must be involved towards sustainable community-based development. The main mechanism should be focused on self-reliance of the business model options ranged from individual scale, community scale and district scale. Finally, the preservation of natural resources, local life and culture within the scope of limited resources must be carried out within the capacity and limitations of the community and society for sustainability.
