เพื่อประเมินมูลค่าเพิ่มทางเศรษฐกิจและสังคมจากภารกิจ ของ สำนักงานพัฒนาเทคโนโลยีอวกาศและภูมิสารสนเทศ (องค์การมหาชน) ประจำปี 2561

Abstract

จากการประเมินมูลค่าทางเศรษฐกิจและสังคมจากการดำเนินงานของสำนักงานพัฒนาเทคโนโลยีอวกาศและภูมิสารสนเทศ (องค์การมหาชน) มีการสร้างมูลค่ารวมทั้งหมด 2,691.72 ล้านบาท ซึ่งเป็นการประมาณการจากโครงการจำนวน 30 โครงการ แบ่งตามยุทธศาสตร์ได้ดังนี้ 1. มูลค่าที่เกิดขึ้นตามยุทธศาสตร์ที่ 1 เท่ากับ 108.24 ล้านบาท คิดเป็นร้อยละ 4.01 2. มูลค่าที่เกิดขึ้นตามยุทธศาสตร์ที่ 2 เท่ากับ 32.06 ล้านบาท คิดเป็นร้อยละ 1.19 3. มูลค่าที่เกิดขึ้นตามยุทธศาสตร์ที่ 3 เท่ากับ 2,395.81 ล้านบาท คิดเป็นร้อยละ 89.01 4. มูลค่าที่เกิดขึ้นตามยุทธศาสตร์ที่ 4 เท่ากับ 83.32 ล้านบาท คิดเป็นร้อยละ 3.10 5. มูลค่าที่เกิดขึ้นตามยุทธศาสตร์ที่ 5 เท่ากับ 72.28 ล้านบาท คิดเป็นร้อยละ 2.69 สำหรับกลไกสื่อสารเชิงคุณค่าและมูลค่านั้น สามารถใช้กลไกการสื่อสารที่มีอยู่ของ สทอภ. ได้โดยควรมีการวิเคราะห์กลุ่มเป้าหมายและสารที่ต้องการจะส่งให้เหมาะสมกับแต่ละกลุ่ม เพื่อให้คุณค่าที่สื่อออกไปต้องตรงกับคุณค่าที่ผู้รับแต่ละกลุ่มให้ความสำคัญ ด้วยเหตุนี้ จึงควรมีกลยุทธ์การสื่อสารเฉพาะของแต่ละกลุ่มเป้าหมาย เช่น กลุ่มนักเรียนประถม นักเรียนมัธยมต้น นักเรียนมัธยมปลาย ภาคธุรกิจ ภาครัฐ ประชาชนทั่วไป เป็นต้น เพื่อให้ข้อมูลเกี่ยวกับคุณค่าและมูลค่าของงานที่ สทอภ. ดำเนินการสามารถเข้าถึงกลุ่มเป้าหมายได้อย่างทั่วถึงและเป็นประโยชน์ต่อส่วนรวมมากที่สุด This study aims at estimating social returns on investment (SROI) for Geo-Informatics and Space Technology Development Agency (Public Organization) : GISTDA. Total of 30 projects initiated by GISTDA in the fiscal year 2018 were examined and their project-wise SROI were estimated. The total social and economic value of these projects combined was around 2,691.72 million Baht. These projects were then categorized in to 5 groups: 1. SROI from efficiency-enhancing projects was estimated to be around 4.01 percent of the total SROI value. 2. SROI from cost-saving projects was estimated to be around 1.19 percent of the total SROI value. 3. SROI from disaster prevention projects was estimated to be around 89.01 percent of the total SROI value. 4. SROI from economic value-added projects was estimated to be around 3.10 percent of the total SROI value. 5. SROI from innovation promotion projects was estimated to be around 2.69 percent of the total SROI value. In addition to the SROI exercise, the study also undertook an assessment of GISTDA’s current status as a value-based organization (VBO). It was found that, by and large, organizational members at all level have consistent view on the current status as a VBO. While the value the drove organizational performance were clear, operational staff were not certain on how to align their existing work responsibility to the VBO being promoted. They also expressed the need for consistent and clear communication from executives on what are expected from them. Thus it is suggest that internal communication be designed to meet the requirement of all stakeholders involved in driving GISDA’s value.
