สำรวจความต้องการเครื่องจักร เครื่องมือ และอุปกรณ์ เพื่อการผลิตระดับชุมชนในประเทศไทย

Abstract

โครงการสำรวจความต้องการเครื่องจักร เครื่องมือ และอุปกรณ์ เพื่อการผลิตระดับชุมชนในประเทศไทย ภายใต้โครงการการพัฒนาและถ่ายทอดเทคโนโลยีการสร้างเครื่องจักร เครื่องมือ และอุปกรณ์เพื่อเพิ่มขีดความสามารถของภาคการผลิตและบริการ มีแนวคิดริเริ่มจากการที่สำนักส่งเสริมและถ่ายทอดเทคโนโลยี สำนักงานปลัดกระทรวงวิทยาศาสตร์และเทคโนโลยี (สส. สป.วท.) ได้มีการดำเนินโครงการพัฒนาเครื่องจักร เครื่องมือ และอุปกรณ์ เพื่อการผลิตระดับชุมชน โดยมีวัตถุประสงค์เพื่อพัฒนาเทคโนโลยีและสร้างเครื่องจักร เครื่องมือต้นแบบที่สอดคล้องกับความต้องการของผู้ใช้งาน เพื่อเพิ่มประสิทธิภาพในภาคการผลิตระดับชุมชน ภายใต้โครงการการพัฒนาและถ่ายทอดเทคโนโลยีการสร้างเครื่องจักร เครื่องมือ และอุปกรณ์เพื่อเพิ่มขีดความสามารถของภาคการผลิตและบริการ และเพื่อให้การวางแนวทางการสนับสนุนการพัฒนาต้นแบบเครื่องจักร เครื่องมือ และอุปกรณ์ เพื่อการผลิตระดับชุมชนให้สอดคล้องกับความต้องการของกลุ่มวิสาหกิจชุมชน และเพื่อรองรับความต้องการเครื่องจักร เครื่องมือ และอุปกรณ์ ซึ่งดำเนินงานโดยมหาวิทยาลัยธรรมศาสตร์ ทั้งนี้มีกิจกรรมสำคัญในการศึกษาความต้องการใช้เครื่องจักร เครื่องมือ และอุปกรณ์ สำหรับการผลิตในระดับชุมชนทั่วประเทศ รวมถึงศึกษาศักยภาพและความสามารถในการผลิตเครื่องจักร เครื่องมือ และอุปกรณ์ระดับชุมชนของสถาบันการศึกษาในพื้นที่ เพื่อเป็นกรอบการดำเนินงานสนับสนุนการพัฒนาเทคโนโลยีที่เหมาะสมในระดับชุมชน แนวทางการส่งเสริมและสนับสนุนเทคโนโลยี 1) การเชื่องโยงระหว่างความต้องการใช้งานและความสามารถในการสร้างเครื่องจักร 2) การยกระดับเทคโนโลยี 3) ความน่าเชื่อถือและโอกาสในการพัฒนา 4) การสนับสนุนเทคโนโลยีเพื่อความสามารถในการแข่งขันของวิสาหกิจ 5) ความพร้อมและการมีส่วนร่วมของผู้ต้องการใช้เทคโนโลยี 6) ข้อมูลการใช้งานเทคโนโลยีภายหลังการได้รับการสนับสนุน

The survey of required machines, tools, and equipment for local productions of Thailand had been done under the project of development and technology transfer of machines, tools, and equipment to enhance the production and service abilities. The idea has been implemented by the Office of Technology Promotion and Transfer (Office of the Permanent Secretary) while the objective is to develop machines, tools, and equipment corresponding to the requirements of users. Moreover this study is done by Thammasat University and also used to plan and support the prototype development which later on can be used usefully in local business. In fact, researchers would like to have information about requirements of machines, tool, and equipment since the Office of Technology Promotion and Transfer would also like to know the potential of developing machines, tools, and equipment.The purposes of survey process are to find the requirements of machines, tools, and equipment in local business and to find the potential of local university or institute to build or to develop machines, tools, and equipment. For the overall local productions it found that products of usage, decorations, and souvenirs about 37% and products of food 32% subsequently. When the potential of competitive in local business is studied, 66% still needs help and support from government and this could be used for the policy. To support the technology for local community, the followings are needed 1. The link between community requirement and developer: both community and developer need to coordinate and have more involves about the required machines and the ability of developer. 2. Updated technology: the developer proposes and introduces some new technology which is up-to-date and feedback to the requirements from community. 3. Trust and development: both community and developer should look for the third party such as private companies for supporting and the possibility to extend the work for commercial. 4. Technology supporting for market competition: the new entrepreneurs may need this kind of support and more information to increase the ability of market competition.5. Prompt for the technology: the community who requests for the technology supports should be prompt for both workers and at least 30% funded for the project and about 10% for maintenance. 6. The assessment after using the technology: the communication channels between community and developer should be provided.
