ยุทธศาสตร์การพัฒนาคุณภาพชีวิตและการเรียนรู้ของคนพิการ ผู้สูงอายุ และผู้ด้อยโอกาส ในยุคการหลอมรวมเทคโนโลยี

Abstract

โครงการยุทธศาสตร์การพัฒนาคุณภาพชีวิตและการเรียนรู้ของคนพิการ ผู้สูงอายุ และผู้ด้อยโอกาส ในยุคหลอมรวมเทคโนโลยี ได้รับทุนสนับสนุนจากกองทุนวิจัยและพัฒนากิจการกระจายเสียง กิจการโทรทัศน์ และกิจการโทรคมนาคม เพื่อประโยชน์สาธารณะ (กทปส.) สำนักงาน กสทช. ปีงบประมาณ พ.ศ. 2556 เพื่อนำไปสู่การกำหนดกรอบแนวทางในการจัดทำแผนยุทธศาสตร์การพัฒนาคุณภาพชีวิตและการเรียนรู้ของคนพิการ ผู้สูงอายุ และผู้ด้อยโอกาสให้สามารถเข้าถึง รู้เท่าทัน และใช้ประโยชน์จากสื่อใหม่ ในยุคหลอมรวมเทคโนโลยี คณะผู้วิจัยได้ดำเนินการศึกษา ระหว่างเดือนพฤษภาคม พ.ศ. 2557 - พฤศจิกายน พ.ศ. 2558 โดยใช้การวิจัยเชิงคุณภาพ การวิจัยเชิงปริมาณ และการวิจัยเชิงปฏิบัติการแบบมีส่วนร่วม โดยมีผู้เข้าร่วมโครงการฯ จำนวน 1,125 คน และสมัครเป็นอาสาสมัครสื่อสารความรู้ จำนวน 348 คน ผลการศึกษา พบว่า ปัจจัยพื้นฐานที่มีผลต่อการพัฒนาคุณภาพชีวิตและการเรียนรู้สำหรับคนพิการ ผู้สูงอายุ และผู้ด้อยโอกาสให้สามารถเข้าถึง รู้เท่าทัน และใช้ประโยชน์จากสื่อใหม่ ในยุคหลอมรวมเทคโนโลยี สภาพแวดล้อมทางเศรษฐกิจ สังคม และชุมชนในภาพรวมมีแนวโน้มของพัฒนาการที่ดีขึ้น แต่ยังมีปัญหาในเรื่องของคุณภาพการให้บริการ การบังคับใช้กฎหมาย กฎ ระเบียบที่เกี่ยวข้องให้เป็นไปอย่างมีประสิทธิภาพและประสิทธิผล กรอบแนวทางในการจัดแผนทำยุทธศาสตร์การพัฒนาคุณภาพชีวิตและการเรียนรู้ของคนพิการ ผู้สูงอายุ และผู้ด้อยโอกาส ในยุคหลอมรวมเทคโนโลยี มีวิสัยทัศน์ คือ “สร้างโอกาสเท่าเทียมในการเข้าถึง รู้เท่าทันและใช้ประโยชน์ จากเทคโนโลยีในยุคหลอมรวม” ประกอบด้วย 7 แนวทาง ได้แก่ แนวทางที่ 1 การพัฒนากลไกกำกับดูแลกิจการกระจายเสียง กิจการโทรทัศน์ กิจการโทรคมนาคม เทคโนโลยีสารสนเทศ สื่ออิเล็กทรอนิกส์ สื่อใหม่ต่างๆ ในยุคหลอมรวมเทคโนโลยี อย่างมีประสิทธิภาพ แนวทางที่ 2 การจัดบริการและกระจายบริการกิจการกระจายเสียง กิจการโทรทัศน์และกิจการโทรคมนาคมอย่างทั่วถึง แนวทางที่ 3 การส่งเสริมชุมชนและสนับสนุนผู้ประกอบกิจการบริการชุมชนในการพัฒนาคนพิการ ผู้สูงอายุ และผู้ด้อยโอกาส ในยุคหลอมรวมเทคโนโลยี แนวทางที่ 4 การส่งเสริมและสนับสนุนการพัฒนาทรัพยากรสื่อสาร การกำกับดูแลมาตรฐานด้านฮาร์ดแวร์ การอำนวยความสะดวกในการเข้าถึงฮาร์ดแวร์ การวิจัยและพัฒนาด้านกิจการกระจายเสียง กิจการโทรทัศน์ และกิจการโทรคมนาคม อุตสาหกรรมโทรคมนาคมและอุตสาหกรรมต่อเนื่อง เพื่อคนพิการ ผู้สูงอายุ และผู้ด้อยโอกาส แนวทางที่ 5 การวิจัย พัฒนาซอฟต์แวร์ แอปพลิเคชัน สื่อปลอดภัยและสร้างสรรค์ เสริมสร้างการรู้เท่าทันสื่อ สำหรับคนพิการ ผู้สูงอายุ หรือผู้ด้อยโอกาส แนวทางที่ 6 การพัฒนาและคุ้มครองผู้บริโภคในยุคหลอมรวมเทคโนโลยี แนวทางที่ 7 การสร้างเครือข่ายอาสาสมัครและเตรียมความพร้อมเข้าสู่ประชาคมอาเซียน และแนวทางการขับเคลื่อนและบริหารจัดการกรอบแนวทางฯ สู่การปฏิบัติที่เป็นรูปธรรม The Strategies to improve the quality of life and promote lifelong learning for persons with disabilities, the elderly, and the disadvantaged in the Convergence Era Research Project, is funded in fiscal year 2014 by the Broadcasting and Telecommunications Research and Development Fund (BTFP), Office of the National Broadcasting and Telecommunications Commission. The objective of this study is to determine the success factors of the strategies to improve the quality of life and promote lifelong learning for persons with disabilities, the elderly, and the disadvantaged to have access to literacy and the use of new media in the Convergence Era.The study was conducted between May 2014 and November 2015, using qualitative and quantitative research and Participatory Action Research (PAR). Of the 1,125 participants who were involved in the project, 348 of them applied to be convergence communication volunteers. The results show the factors affecting the quality of life and learning for the disabled, elderly and the disadvantaged, accessibility, literacy, and the use of new media in the Convergence Era, as well as social, economic and community environment factors, with the overall factors trending to develop. There is also the issue of quality of service, lack of enforcement of laws and regulations related to efficiency and effectiveness. The Framework of the Strategies to improve the quality of life and promote lifelong learning for persons with disabilities, the elderly, and the disadvantaged in the Convergence Era, set shared vision as “Provide opportunities for all access and leverage the Convergence Era”, There are 7 major frameworks : 1: Increasing efficiency to develop mechanisms regulating broadcasting and telecommunications, IT, electronic media, new media in the Convergence Era. 2: Providing services and distribution service broadcasting and telecommunications (Universal Service Obligation). 3: Promoting and supporting the communities as well as promoting business enterprises (operators) to support communities in order to develop of people with disabilities, the elderly and the disadvantaged in the Convergence Era. 4: Supporting and promoting the development of communications resources, regulatory standard hardware to facilitate access to the hardware, research and development that relates to broadcasting and telecommunications, the telecommunications industry and downstream industries for the disabled, the elderly and the disadvantaged. 5: Researching, developing software, applications and creative media, and enhancing media literacy for the elderly, disabled or disadvantaged. 6: Developing and protecting consumers in the Convergence Era. 7: Creating a network of volunteers and preparing for the ASEAN community and to drive the approach and management frameworks into implementation.
