บริการทางวิชาการศึกษาและรวบรวมองค์ความรู้ และนวัตกรรมการดูแลคนพิการในสถานการณ์โรคติดเชื้อไวรัสโคโรนา 2019 (COVID-19)

Abstract

สถานการณ์การแพร่ระบาดของโรคติดเชื้อไวรัสโคโรนา 2019 (COVID -19) ส่งผลกระทบให้ประชาชนจำนวนมากต้องเผชิญกับความยากลำบากในการใช้ชีวิตโดยเฉพาะคนพิการ กรมส่งเสริมและพัฒนาคุณภาพชีวิตคนพิการ กระทรวงการพัฒนาสังคมและความมั่นคงของมนุษย์ จึงจัดทำโครงการศึกษาและรวบรวมองค์ความรู้ และนวัตกรรมการดูแลคนพิการในสถานการณ์โรคติดเชื้อไวรัสโคโรนา 2019 (COVID-19) มีวัตถุประสงค์เพื่อศึกษาและรวบรวมองค์ความรู้สำหรับการดูแลคนพิการในแต่ละประเภทความพิการ และสังเคราะห์รูปแบบและแนวทางการพัฒนานวัตกรรมการดูแลคนพิการในสถานการณ์โรคติดเชื้อไวรัสโคโรนา 2019 (COVID-19) ที่เกี่ยวข้องกับคนพิการ ซึ่งเป็นการวิจัยเชิงคุณภาพ โดยการศึกษาเอกสาร การสัมภาษณ์เชิงลึกประเด็นกับกลุ่มผู้เกี่ยวข้อง และการถอดบทเรียนและองค์ความรู้เกี่ยวกับนวัตกรรมการดูแลคนพิการในสถานการณ์โรคติดเชื้อไวรัส โคโรนา 2019 (COVID-19) กับองค์กรภาครัฐ ภาคเอกชน ภาคประสังคม องค์กรด้านคนพิการ คนพิการ/คนดูแลคนพิการ จำนวน 10 องค์กร เครื่องมือที่ใช้วิจัย ได้แก่ แบบวิเคราะห์เอกสาร แบบบันทึกภาคสนาม แบบบันทึกการสังเกต แบบบันทึกการสัมภาษณ์แบบสอบถาม และรายงานการวิจัยแบบพรรณนาและพรรณนาวิเคราะห์ผลการศึกษา การพัฒนานวัตกรรมการดูแลคนพิการมีความหลากหลายรูปแบบตามบริบทและความต้องการของคนพิการแต่ละประเภท โดยรูปแบบและแนวทางการพัฒนานวัตกรรมดูแลคนพิการในสถานการณ์โรคติดเชื้อไวรัสโคโรนา 2019 มีการนำเทคโนโลยีมาใช้ จำนวน 3 เทคโนโลยี ได้แก่ 1. เทคโนโลยีโทรเวชกรรม ซึ่งเป็นการลดการสัมผัสใกล้ชิดกันทางกายภาพระหว่างผู้ใช้บริการและผู้ให้บริการ 2. เทคโนโลยีแพลตฟอร์มดิจิทัล ผ่านระบบออนไลน์ โมบายแอปพลิเคชัน หรือโซเชียลมีเดีย สามารถรับรู้และแลกเปลี่ยนข้อมูลข่าวสารเกี่ยวกับการป้องกันควบคุมโรคได้อย่างรอบด้านและสอดคล้องกับประเภทความพิการในแต่ละประเภท อย่างไรก็ตามต้องตระหนักถึงผลกระทบด้านบวกและด้านลบของการใช้นวัตกรรมหรือเทคโนโลยีสารสนเทศในการดูแลคนพิการในแต่ละประเภทความพิการ ทั้งนี้นโยบายของรัฐบาลต้องชัดเจนในการช่วยเหลือคนพิการ โดยมีช่องทางพิเศษในการช่วยเหลือด้านวัคซีน ผู้ป่วยพิการติดเตียง ในการเข้าถึงได้อย่างรวดเร็ว และสนับสนุนวัสดุ-อุปกรณ์ที่จำเป็นในการดำเนินงานช่วยเหลือคนพิการในช่วงการแพร่ระบาดเชื้อไวรัสโคโรนา 2019 อย่างรวดเร็ว และสนับสนุนและส่งเสริมการประกอบอาชีพของคนพิการที่สามารถทำได้ในช่วงการแพร่ระบาดของโรคไวรัสโคโรนา 2019 ทั้งนี้ควรจะมีการพัฒนาอาชีพของคนพิการที่สามารถทำได้ทั้งในระบบออนไลน์และระบบปกติ The impact of COVID-19 pandemic has caused many people to live in difficulty, especially disabled people. For this, the Department of Empowerment of Person with Disabilities, Ministry of Social Development and Human Security, has set up a project on the study and knowledge collection and innovation for caring disabled people in the event of COVID-19 pandemic. The purpose of the project is to study and collect knowledge in order to take care of disabled people of each type and synthesize the format and guideline on the development of innovation for caring disabled people in the event of COVID-19 pandemic in relation to disabled people. It is a qualitative research that studies documents, conduct in-depth interviews with relevant groups, and extracting lessons and knowledge on the innovation of caring disabled people in the event of COVID-19 pandemic with 10 organizations from public, private and social security sectors, organizations on disabled people, disabled people/disabled people caregiver. The research tools include document analytic, field recording, observation recording, interview recording, questionnaires, and descriptive and descriptive analysis. The research result on the development of the innovation for caring disabled people is diverse based on the context and needs of each type of disable people. The format and guideline on the development of innovation for caring disabled people in the event of COVID-19 pandemic utilizes 2 technologies: 1. Telemedicine which reduces physical contact and intimacy between care receiver and caregiver; 2. Digital platform technology through online system, mobile application or social media that is aware and can comprehensively exchange information on disease control and prevention and conformed with each type of disability. However, it must also be aware of positive and negative effects of using innovations or telecommunications in caring disabled people of each type. As such, the government policy must be clear in helping disabled people by having special channels available for assisting in vaccinations, bedridden patients, quick access, and supporting tools and equipment required for instantly assisting disabled people in the event of COVID-19 pandemic. It is also to be able to support and promote job opportunities to disabled people during COVID-10 pandemic. There should be a job development for disabled people via online system and regular system.
